The Utah State Courts are seeking an experienced, strategic leader to serve as the Appellate Court Administrator in Salt Lake City.

This senior leadership position oversees the administration and operations of the Utah Supreme Court, Court of Appeals and Appellate Mediation Office. Responsibilities include strategic planning, budget oversight, staff leadership, operational improvements and collaboration with judicial and legal community stakeholders.

The Merit Selection Panel considers input from licensees of the Bar and the public when evaluating an incumbent magistrate judge for reappointment.

Each year, from June through September, the Bar’s Licensing Department works tirelessly behind the scenes during one of its busiest seasons. It’s detailed, deadline-driven work that requires countless hours of coordination, communication and problem-solving. Much of it happens quietly, without the recognition it deserves.
As another licensing season comes to a close, we want to recognize the dedicated people who make the process work.

The Bar’s commemoration of its 95th anniversary culminated with a return to Sun Valley for the Summer Convention in August. But perhaps one of the most meaningful parts of looking back was being reminded of just how much has changed, and how many significant milestones have shaped Utah’s legal profession and judiciary.
The story begins even before the Bar’s formal establishment in 1931, when Utah lawyers first organized professionally in 1894. Over the decades, milestones included Reva Beck Bosone becoming Utah’s first female judge in 1936; publication of the first Utah Bar Journal in 1973; the number of licensed attorneys reaching 2,000 that same year; Raymond S. Uno becoming Utah’s first minority judge in 1976; Utah reaching 100 licensed female attorneys in 1976; creation of the Fund for Client Protection Committee in 1977; Pamela T. Greenwood becoming the Bar’s first female president in 1990, establishment of the Paralegal Division in 1996, the number of licensees reaching 7,000 in 2000 and 10,000 in 2016, and Utah beginning to admit Licensed Paralegal Practitioners in 2019.
Today, the Bar marks 95 years with more than 15,000 active and inactive licensees and a legacy built by generations of Utah legal professionals.

The Utah State Bar is funded primarily by licensing fees paid by Utah lawyers, along with revenue from continuing legal education (CLE) programs and other Bar services—NOT by state taxpayer appropriations.
The Bar is nonpartisan and operates within a limited scope established by the Utah Supreme Court. Its work includes licensing and regulating lawyers, providing professional education and resources, helping connect the public with legal services, and supporting the effective administration of justice.
Transparency matters. We welcome questions about how the Bar works, how it is governed, and how it serves Utah’s legal system and the public.

For years, David McNeill has hosted the One-Minute Blitz event at the annual Access to Justice Summit. This highlight each year allows nonprofit organizations to give a 60-second elevator pitch of what they do to get votes from the participants to win a $1,000 grant. Two organizations are selected from those receiving the most votes, and one winner is chosen randomly. McNeill has done an amazing job of keeping the flow of the skit-like presentations enjoyable and engaging, especially with his children's toy xylophone that serves as the official timer. Thanks again, David!
