Community Law Program Community Law Program, Inc. (CLP) is a 501(c)(3) non-profit corporation formed in 1989 by members of the St.

Petersburg Bar Association to serve the civil legal needs of low-income and disadvantaged individuals. Individual Representation

Over the years, CLP has recruited a panel of very dedicated volunteer attorneys in Pinellas County, Florida to provide free legal services (pro bono representation) to thousands of people in need of civil legal assistance each year. Legal Advice Clinics

es for a variety of ongoing outreach programs hosted by volunteer attorneys at various sites throughout the county. In addition to providing individual pro bono representation, we offer a number of free legal advice clinics ranging from bankruptcy to divorce forms. These practical clinics are designed to educate and empower those who represent themselves in court (pro se). Special Projects

CLP has also initiated several special projects such as the Transitioning Dependent Youth Project, which assists children aging out of the foster care system with various legal issues; the Community Counsel Program that offers legal assistance to qualified non-profit organizations; and the Self-Help Center at the courthouse in downtown St. Petersburg, which is open to all members of the public regardless of income.

The Community Law Program runs on the dedication of volunteers — and we need YOU.

Whether you're an attorney, a law student, a paralegal, or simply someone who wants to make a difference in Pinellas County, there is a place for you at CLP. Our work providing free legal help to families who can't afford representation is only possible because of the community members who show up to support it.

You don't have to be an attorney to help. Lay volunteers assist with day-to-day operations including client intake, answering phones, data entry, clerical support, and even event planning and marketing. A commitment of 10–20 hours per week over a minimum of 3–6 months is all it takes to make a real impact.

Attorneys can fulfill their aspirational pro bono goal while gaining access to free CLE seminars, malpractice insurance coverage for qualified pro bono work, mentoring opportunities, and more. Clinics cover everything from family law and housing to expungement, elder law, bankruptcy, and beyond. lawprogram
Law students and paralegals can earn pro bono hours by assisting with client intake, helping clients complete legal forms, supporting clinic operations, and working on special projects — all under attorney supervision.

At Community Law Program, we believe love looks like:

• Protecting families from wrongful eviction
• Helping seniors plan with wills and advance directives

Thank you to those who volunteered and helped with us at the Access to Justice & Community Care Day this past Saturday, especially our community partners: People Empowering and Restoring Communities, The Hub and Hidden Voices Project!

On Saturday, February 7th, attorney Rachel Barlow volunteered with at the Access to Justice & Community Care Day held at the Lake Vista Recreation Center in St. Pete. The event brought together community resource providers and volunteer attorneys to provide support, information, and resources to individuals and families seeking guidance on a variety of legal and non-legal matters.

During the event, Rachel had the opportunity to speak with community members about estate planning and probate—explaining the importance of having foundational documents such as wills, trusts, and advance directives in place, and helping individuals better understand the probate process. Just as importantly, attendees received information about how to connect with Community Law Program, other legal services in the community, and other attorneys who may be able to assist with their specific legal needs.

We are proud to partner with organizations like Community Law Program to support efforts that expand access to justice and help individuals better understand their legal rights and options.

Today, Community Law Program was honored to attend the National Council of Negro Women (NCNW) Dr. Martin Luther King Jr. Award Breakfast in support of our past president, Kimberly Rodgers, who was recognized with a Leadership Award.

The morning also included the presentation of scholarship awards presented by Kimberly to outstanding students — a powerful reminder that investing in education is investing in our collective future.

The entire program was both inspiring and grounding — a celebration of how far we’ve come, and a call to action for the important work that still lies ahead. Building bridges of unity, opportunity, and equality requires continued commitment, collaboration, and courage — and today reinforced why that work matters so deeply.

Thank you Jim, for your dedication to not only CLP & our community, but to our Oath as Attorneys. You are a role model for all.

For decades, Jim Dickson of Adams & Reese has provided leadership, legal expertise, and an empathetic approach to practicing pro bono law in Pinellas County. Jim was instrumental, as a member of the organization’s founding board, in the creation of Community Law Program. Jim has continued to serve low-income members of the community as an officer, board member, and pro bono volunteer, and as president of the board from 2015-2021. He has contributed well over 500 hours of pro bono service in the last decade alone. Jim has spent his career going above and beyond to serve the community of St. Petersburg and the State of Florida as a whole.
