On September 21, California enacted what are described as the most comprehensive data center laws in the nation. For real property lawyers, the regulatory landscape just changed.

The seven new bills reshape how data center projects are planned, powered, and approved:

- Electricity: Data centers must pay their share of grid upgrade costs, meet state energy procurement requirements, and avoid shifting costs to ratepayers.
- Water: Proposed projects must disclose water use, supply, efficiency, and drought planning to local governments and water suppliers, and fund any needed upgrades.
- Land use: Data centers are no longer eligible for blanket environmental exemptions. They must meet state energy, water, and fuel standards before qualifying for CEQA judicial streamlining.
