Seacoast Rent Snapshot: June 16, 2026

360 new apartments are rising in Portsmouth, two zoning bills are on Ayotte's desk, and the Kittery Outlets are becoming housing. A lot is moving on the Seacoast.

This week's 1BR averages:
Portsmouth: $2,369
Dover: $1,863
Somersworth: $1,976

Three things landlords should know:

-Prescott Post broke ground on 360 Class A apartments across 26 acres in Portsmouth. First units expected December 2026, full completion late 2027.
-HB 1588 and HB 1010 are on the Governor's desk to refine HB 631 before it takes effect July 1. HB 1588 clarifies "by right" residential development in commercial zones and limits what municipalities can restrict to frontage, setbacks, and height.
-The Kittery Outlets are being demolished for 107 apartments and a 119-room hotel. Two International Group (Portsmouth-based) got unanimous planning board approval. Cross-border supply that competes directly with Portsmouth tenants.

The Seacoast summer leasing window opened earlier than usual this year, and inquiry volume on our platform is running well ahead of where it was in early May.

Where things sit the week of June 8:
Portsmouth 2-bedrooms with parking: $2,500 to $2,900
Dover 2-bedrooms downtown: $2,000 to $2,250
Rochester 2-bedrooms on the Wakefield Street corridor: $1,700 to $1,950
Somersworth 2-bedrooms: $1,700 to $2,050

100% bonus depreciation is back!

The 2025 tax law (OBBBA) made it permanent for any property placed in service after January 19, 2025. For Seacoast NH multifamily owners, that's not a small change.

On a $725K Rochester four-unit, a cost segregation study can add about $143K of year-one depreciation, roughly $46K in federal tax savings for a high-bracket buyer. NH has no state income tax, so the full federal benefit stays in your pocket.

If you closed in 2024 or 2025 and skipped cost seg, you can still claim it. Form 3115, no amended return needed.

Massachusetts voters will likely see a 2026 ballot question repealing the state's thirty-year ban on local rent control. The proposed cap: 5% (or inflation, whichever is lower), applied even at unit turnover. The smart MA multifamily capital is already 1031-ing into the NH Seacoast, where there's no rent control, no income tax, and the demand picture keeps tightening.

A few numbers from the new post:
• Dover 2BR median rent is up **43% in three years**
• NH statewide vacancy is sitting at **0.6%**. Anything that lists, leases.
• Portsmouth 2BR median is at **$2,306** and still climbing
• MA Boston-metro triple-deckers are trading at 4.5 to 5.5% caps; Seacoast comps are sitting 100 to 200 bps higher

Portsmouth picks a master developer for the 6-acre Crawford Bay waterfront site this November.

Rochester's downtown is filling in fast. Harper's Corner delivered, 38 Hanson rising, and the 6.6-acre Care Pharmacy RFP open.

Dover residential is up 13.1% YoY and moving in 20 days, with multifamily values typically lagging single-family by 9 to 15 months.

And the 2026 NH Saves heat pump rebates are paying up to $1,250 per ton through December 30, with the Heat Pump Accelerator stacking another $650 per outdoor unit.

PROCON and Tidemark opened The Overlook in downtown Somersworth on April 22, with Governor Kelly Ayotte cutting the ribbon alongside Mayor Matt Gerding and the development team. The 135-unit workforce housing complex delivers studio through three-bedroom apartments with all-utilities-included pricing (electricity, heat, hot water, high-speed internet) on a former brownfield site. A real win for Somersworth and a meaningful new piece of the Seacoast supply picture.

Three things landlords should watch:

The Overlook resets the Somersworth comp set in a useful way. All-utilities-included pricing on a $1,950 1BR is roughly equivalent to $1,650 to $1,700 where the tenant pays utilities. For existing Somersworth product, lead with what a brand-new 135-unit building can't easily match: outdoor space, off-street parking on a quieter block, faster move-in, and the kind of personal landlord touch scaled property managers rarely deliver.

HB 631 takes effect July 1. The multifamily-by-right framework applies to commercially zoned parcels with public water and sewer. If you have a candidate parcel, the next 60 days are the time to confirm utility availability and run a yield-on-cost.

Seacoast Rent Snapshot: April 22, 2026

Portsmouth's Congress Street is getting torn up through June. New sewer, water, and stormwater infrastructure designed to handle higher density downtown and along the waterfront.

Portsmouth: $2,330
Dover: $1,856
Somersworth: $1,949
Rochester: $1,296

Three things landlords should know:

1. The Congress St rebuild removes a major infrastructure objection for higher-density site plans downtown. Co-living and micro-unit projects on Maplewood Ave and Deer Street are targeting late-2026 groundbreaking.

2. NHMA is pushing to amend HB 631 before the July 1 effective date. If it passes, some commercially zoned parcels may lose their multifamily-by-right status. If it doesn't, the mandate stands.

3. NHPR reports that NH relies on property tax more than any other state: 61% of local government revenue. On a $500K property, the gap between Portsmouth ($11.51 rate) and Dover ($19.68) is about $4,100/year in carry cost.
