This article summarizes a long standing problem in Virginia law - that there is no real enforcement arm of the Commonwealth that compels for profit nursing homes to do their jobs (or do them better).

Perhaps law makers assume that the civil justice system is the way facilities are held to account, and yet, they don't understand the costs, timelines, players and or challenges with holding facilities to account for the deaths or injuries of already sick elderly patients.

In sum - our system has been broken for decades, and this article does a great job of pointing out the deficiencies in the law and administration.
