A frequent concern we hear is the zoning updates mean that every neighborhood will suddenly look like Scott’s Addition. That is not what the proposal says, and thank heavens for that!

Most areas of RVA are expected to see only minor adjustments intended to make existing homes conform better to zoning rules. In many cases today, homeowners need special approvals simply because lot sizes or layouts do not match technical requirements written decades ago.

The larger changes are expected primarily in designated growth corridors such as the Diamond District, Manchester, parts of Southside, and other areas already identified in the Richmond 300 plan.

The overall objective is to make small infill projects easier where they already fit and to direct larger development toward areas where the city has planned for growth.

Following up on yesterday’s post, let’s take a look at one of the most discussed parts of Richmond’s zoning rewrite: allowing more small-scale housing options, such as duplex conversions and accessory dwelling units (ADUs).
Early drafts of the zoning changes would have allowed two units plus an ADU by-right in many areas. By-right means allowing something automatically that complies with zoning regs rather than waiting for public hearings. After public discussion and input from various interest groups, the proposal shifted. Under the current approach, adding multiple units is generally tied to preserving the existing structure rather than replacing it entirely. For example, a homeowner might convert up to 1000 sf of their home or garage into an ADU, or add up to 1000 sf for rental purposes with the proviso that they use the existing foundation (second story addition?).
Richmond’s intent is to increase the number of smaller housing options without encouraging widespread teardowns. The city is trying to balance housing supply with neighborhood stability. This could make it easier over time to add rental suites, in-law/caregiver spaces, or starter-scale housing units, adding flexibility, potential tax breaks, and value for those who own their homes. Downside? In our minds it’s the absence of upside: affordable housing is great, but not if it only provides more rental options. It’s hard to build long-term/generational wealth if you’re renting from The Man.

The City of Richmond is working on the first full rewrite of its zoning code in roughly 50 years! Where was this when we were fighting the Sheetz construction a few years ago...but we digress. The effort is called “Code Refresh,” but in many ways it's closer to "Code Repeal and Replace".
This change is meant to align our zoning regs with the Richmond 300 master plan, which looks ahead as to how the city is expected to grow through 2037. The goal isn't to remake every neighborhood. It's to ensure zoning rules match what already exists in many places and to allow reasonable next steps where growth is expected.
But to be clear, zoning determines what's allowed, not what must happen. Even if density is permitted, the market still decides what actually gets built, which is what we think makes sense.
For us homeowners and investors, the practical takeaway right now is that the proposal is about modernizing rules that often no longer reflect how Richmond neighborhoods actually function in 2026.

We put this 1924 gem in Colonial Heights under contract just hours after the first buyer backed out, thanks to a timely heads-up from our colleague Adeline Lambert. Now we're getting our renovation team together to convert the home to a duplex as our client works through the re-zoning process with the city. It's only January and we're already having a blast!
