Meet the staff at Precision Investigative Services, LLC

Detective Brandon Bines began his law enforcement careen in 2006, with the Florida Highway Patrol as a Reserve State Trooper, before going full time as a Police Officer in South Florida. As Detective Bines continued his Law Enforcement career in Florida, he has worked for agencies around the State and was fortunate enough to be assigned to the Traffic Unit, Marine Unit, K-9 Unit and Training Unit throughout his tenure.

Detective Bines further advanced his career by becoming a Fi****ms Instructor, Taser Instructor, DUI Instructor, and Verbal Judo Instructor along with many others .

Detective Bines took continuing educational classes such as Traffic Homicide Investigations, Advanced Interview and Interrogations, Kinesic Interview Techniques, Interview and Articulation, Crime Scene Investigations, Agency Inspector, Line Supervision and Domestic Drug Interdiction.

After serving the Citizens of the State of Florida for over twelve years, Detective Bines took a leap of faith and moved across the U.S. to take a position as a Detective in the Criminal Investigation Division / Internal Affairs Bureau in the Midwest, where he works all major felony crimes including but not limited to Burglaries, S*x Crimes, Crimes against the elderly, Crimes against Children, Fraud, Su***de, and up to homicide.

Detective Bines became a CVSA Examiner with NITV, so that he could put his many years of law enforcement experience to use by utilizing this outstanding technology to solve extensive cases.

Throughout Detective Bines’ career he has assisted with the U.S. Marshals on S*x Offender operations, and worked closely with Special Agents of the ATF, DEA, FBI and U.S. Border Patrol.

Detective Bines has also been tasked with working thorough investigations in the Internal Affairs Bureau where he currently handles all cases for his current agency including background investigations.

In 2019, Detective Bines wished to pursue his experience and expertise in the area of truth verification to the private sector, co-founding Precision Investigative Services, LLC, providing professional CVSA® examinations at a reasonable price.

Meet the staff at Precision Investigative Services, LLC

Detective Corporal Scott Bagley began his fourteen year career with the Richmond Police Department in 2005 as a patrol officer after graduating from Central Missouri State University (CMSU) with a Bachelor’s Degree in Criminal Justice. During his first year of service, Det. Cpl. Bagley gained and displayed a wide knowledge of police practices which led to a promotion to Detective in 2007, making him one of the youngest Detectives in the department’s history.

During his tenure in the Investigation Division, Det. Cpl. Bagley has had the opportunity to investigate many high profile crimes, resulting in numerous arrests, seizures, and convictions. Many of these high profile crimes have resulted in arrests and convictions at the federal and state levels and have led to great working relationships with the ATF, DEA, FBI, and US Secrete Service.

In 2012 he was promoted to the rank of Corporal where he was tasked with leading the Investigative Division. One of Det. Cpl. Bagley’s first tasks as division supervisor was to lobby for the purchase of a Computer Voice Stress Analyzer (CVSA®) and training to assist with complex investigations. After approaching several agencies, Det. Cpl. Bagley was able to gain the funds to purchase a unit and two training slots for the division, which was operational shortly thereafter with certification through the National Institute of Truth Verification (NITV). Since that time, Det. Cpl. Bagley has assisted several agencies in the surrounding area by conducting numerous examinations for complex investigations resulting in the arrest and subsequent convictions of numerous offenders. In addition Det. Cpl. Bagley also takes great pride in clearing numerous individuals accused of crimes with the use of the CVSA that otherwise may have not been done.

In addition to Det. Cpl. Bagley’s expertise in the area of truth verification, he has also obtained and continues to obtain advanced training in the areas of crime scene analysis, interview and interrogation techniques, and undercover operations. Det. Cpl. Bagley has recently obtained his Fire Investigator (1033-2014) certification through the Missouri Division of Fire Safety and continues to obtain continuing education in areas of NFPA 1033 to determine origin and cause.

In 2019, Det. Cpl. Bagley elected to bring his experience and expertise in the area of truth verification to the private sector, co-founding Precision Investigative Services, LLC, providing professional CVSA® examinations at a reasonable price.

COMPUTER VOICE STRESS ANALYZER

Unlike the computer polygraph, the Computer Voice Stress Analyzer (C.V.S.A. ®) requires no wires be attached to the subject being tested. The C.V.S.A. ® uses only a microphone plugged into the computer to analyze the subject's responses. As the subject speaks, the computer displays each voice pattern, numbers it and saves each chart to file. Unlike the polygraph, drugs do not affect the results of the exam and there are no known counter-measures that will cause the ubiquitous "inconclusive" results associated with the polygraph.

Here’s how it works; microtremors are tiny frequency modulations in the human voice. When a test subject is lying, the autonomic, or involuntary nervous system, causes an inaudible increase in the microtremor's frequency. The C.V.S.A. ® detects, measures, and displays changes in the voice frequency. It processes these voice frequencies and graphically displays a picture of the voice patterns.

SIGNS A PERSON MAY BE LYING

The capacity to lie is noted early and nearly universally in human development. Social psychology and developmental psychology are concerned with the theory of mind, which people employ to simulate another’s reaction to their story and determine if a lie will be believable. The most commonly cited milestone, what is known as Machiavellian intelligence, is at the age of about four and a half years, when children begin to be able to lie convincingly. Before this, they seem simply unable to comprehend why others don’t see the same view of events that they do — and seem to assume that there is only one point of view, which is their own.

Young children learn from experience that stating an “untruth” can avoid punishment for misdeeds, before they develop the theory of mind necessary to understand why it works. In this stage of development, children will sometimes tell outrageous and unbelievable lies, because they lack the conceptual framework to judge whether a statement is believable, or even to understand the concept of believably. When children first learn how lying works, they lack the moral understanding of when to refrain from doing it. This takes years of watching people tell lies, and the results of these lies, to develop a proper understanding. Propensity to lie varies greatly between children, some doing so habitually and others being habitually honest. Habits in this regard are likely to change in early adulthood. Teenagers and adults lie for a variety of reasons. The most common reasons that an individual engages in lying are:

• Lying to Avoid Punishment
• Lying to Protect Themselves
• Lying to Look Good and Make Social or Financial Gains

Following are just some of the possible indicators that a person may be lying:
• Unusual Body Language
• Trying to Change Topics Easily
• Contradictions to Previous Statements
• Unnatural Emotional Gestures and Timing
• Distinct Pauses When Answering Questions
• Facial Expressions and Words Used Don’t Match
