King, Moench & Collins LLP Attorneys Michael L. Collins and Suzanne Cevasco just completed their representation of the Millburn Charter Study Commission, drafting a comprehensive report reviewing their current form of government and calling for a June special election on a proposed new form.

Matthew brings more than 20 years of experience working with public entities and nonprofit organizations, with a professional background spanning teaching, school district leadership, board governance, and education-focused legal and policy work. KMC Partner Matthew Moench was recently quoted by NJ Advance Media regarding his ongoing representation of landlords challenging an Elizabeth rent control ordinance initiated by citizen petition that caps rent increases at $20:

A coalition of landlords then filed a lawsuit, prompting Deitch to issue a stay temporarily blocking the council’s action, pending his final decision in the case, which is expected in January or February.

The landlords’ lawyer, Matthew Moench, argued the tenants’ petition was invalid. “It did not contain enough valid, compliant signatures to move the proposed ordinance forward,” Moench said.

The landlords’ suit also asserts that the council violated the state’s public meetings law. “When the City Council acted in July to restore the $20 cap, we challenged that specific ordinance because it did not comply with the Open Public Meetings Act and state statutes governing how ordinances must be adopted," Moench said.

In 2022, the City Council voted to scrap the cap in favor of a 3% limit on rent increases, only to bring back the cap last summer, prompting a lawsuit by landlords.

In its December 19, 2025 edition, POLITICO cited conversations with election law attorneys — including Matthew Moench — while analyzing the legality of campaign-style mailers criticizing outgoing Attorney General Matt Platkin. The Playbook reported that, while unusual, the mailers were likely lawful under New Jersey election law.
