All Camp Lejeune Justice Act lawsuits must be filed in federal court in the Eastern District of North Carolina. Although you can always try to pursue a claim without a lawyer, if you decide to hire a lawyer, your lawyer must be licensed to practice in the State of North Carolina and the United States District Court for the Eastern District of North Carolina in order to pursue a claim or your lawyer must associate with another properly-licensed lawyer.
