The IRS has eliminated the use of paper checks for tax payments and tax refunds effective September 30, 2025

Executive Order 14247 mandates that all federal payments and collections, including IRS tax refunds and payments, be processed electronically starting September 30, 2025. This means the IRS will no longer issue paper checks for refunds or accept paper checks for payments, except in limited cases. This change affects both tax refunds and tax payments.

To make tax payments and receive tax refunds, individuals must create an online account at https://www.irs.gov/payments/online-account-for-individuals
