FARMERS, FISHERMEN FACE MARCH 1st TAX DEADLINE; IRS ENCOURAGES CONVENIENCE OF IRS DIRECT PAY

WASHINGTON — The Internal Revenue Service reminds farmers and fishermen WHO CHOSE TO FORGO MAKING QUARTERLY ESTIMATED TAX PAYMENTS that they MUST FILE their 2018 Form 1040 along with a payment for all taxes owed by FRIDAY, MARCH 1, 2019.

This special rule normally applies to taxpayers whose farming or fishing income was at least two-thirds of their total gross income in either the current or the preceding tax year. Farmers and fishermen choosing not to file by March 1 should have made an estimated tax payment by Jan. 15 to avoid a penalty.

To avoid the rush, callers should use IRS.gov to access resources like the IRS Service Guide (https://www.irs.gov/pub/irs-pdf/p5136.pdf), to answer their questions or be prepared to verify their identities if they need to call the agency.

Being prepared before a call or visit can save taxpayers multiple calls.

CONFIRMING TAXPAYERS' IDENTITIES DURING CALLS

IRS call center professionals take great care to make certain that they only discuss personal information with the taxpayer or someone the taxpayer authorizes to speak on their behalf. To ensure that taxpayers do not have to call back, the IRS reminds taxpayers to have the following information ready:

* Social Security numbers (SSN) and birth dates for those who were named on the tax return

AVOID THE RUSH: GET A TAX TRANSCRIPT ONLINE

WASHINGTON — The Internal Revenue Service is reminding taxpayers who need their prior-year tax records to either complete their 2018 tax return or to validate their income can use Get Transcript Online or Get Transcript by Mail.

Taxpayers often call or visit the IRS seeking their prior-year tax transcript, which is a record of their tax return. But the days around Presidents Day mark the busiest time of the year for the IRS. Taxpayers can avoid the rush by using online options that are faster and more convenient.

It’s always a good idea to keep copies of previously-filed tax returns. That recommendation is more important this year because, for some taxpayers, certain data from the 2017 tax return – the adjusted gross income -- will be required to validate their electronic signature on their 2018 tax return due April 15 for most filers. This is especially true for taxpayers who have switched tax software products this year.

Generally, for returning users, the commercial tax software product will carry over the prior-year information and make for an easy, seamless validation process. However, taxpayers using a new tax software product for the first time may be required to enter the information manually.

Here’s the way the electronic signature and signature validation work (https://www.irs.gov/individuals/electronic-filing-pin-request):

* Taxpayers sign their returns electronically by creating a four-digit Personal Identification Number (PIN), also known as a Self-Select PIN. To validate that e-signature PIN, taxpayers must enter their birthdates and either their adjusted gross income from the prior-year return or the prior-year Self-Select PIN.

* If taxpayers have kept a copy of their prior-year tax return, completing this task is easy. On the 2017 tax return, the Adjusted Gross Income (AGI) is on line 37 of Form 1040; line 21 on Form 1040-A; or line 4 on Form 1040-EZ.

* If a copy of their 2017 tax return is not available, taxpayers may be able to obtain a copy from their previous year’s tax preparation software or previous tax preparer.

* Taxpayers may also obtain a tax transcript online from the IRS.

** Use Get Transcript Online (https://www.irs.gov/individuals/get-transcript) to immediately view the AGI. Taxpayers must pass the Secure Access (https://www.irs.gov/individuals/secure-access-how-to-register-for-certain-online-self-help-tools) identity verification process. Select the “Tax Return Transcript” and use only the “Adjusted Gross Income” line entry.

** Use Get Transcript by Mail (https://www.irs.gov/individuals/get-transcript) or call 800-908-9946. Taxpayers who fail Secure Access and need to request a Tax Return Transcript can use the mail option. Allow five to 10 days for delivery. Use only the “Adjusted Gross Income” line entry.

The electronic signature is the way the taxpayer acknowledges that information on the tax return is true and accurate. Validating the electronic signature by using prior-year adjusted gross income is one way the IRS, state tax agencies and the tax industry work to protect taxpayers from identity thieves.

Taxpayers who have been issued an Identity Protection (IP) PIN (https://www.irs.gov/identity-theft-fraud-scams/the-identity-protection-pin-ip-pin) should enter it when prompted for an IP PIN by the software. The IP PIN will serve to verify the taxpayer’s identity. If the taxpayer has never filed a tax return before and is age 16, enter zero as the AGI.

The IRS has redesigned tax transcripts to partially mask all personally identifiable information for any person or entity on the 1040-series return. All financial entries remain fully visible. Taxpayers who need a tax transcript for income validation purposes can still use Get Transcript Online or by Mail. As the IRS, state tax agencies and the tax industry have made progress against tax-related identity theft as part of the Security Summit effort, cybercriminals try to steal more personal information to file fraudulent tax returns. Masking personal data on tax transcripts is one way the IRS is helping to protect taxpayers from identity thieves.

Taxpayers can access Where’s My Refund? (https://www.irs.gov/refunds) anytime to track their refunds. They can find this tool on both IRS.gov and the IRS2Go app (https://www.irs.gov/newsroom/irs2goapp). The IRS issues most refunds in less than 21 days, although some require additional time. Agency customer service representatives can’t answer refund questions unless it has been:

REPLACE A MISSING W-2

Employers should mail or provide Form W-2, Wage and Tax Statement, to their employees by January 31. Anyone who didn’t get their forms by the end of January should first contact the employer to alert them about the missing form. Even if you don’t get a Form W-2, you must file on time and you may need to use Form 4852, Substitute for Form W-2, Wage and Tax Statement, or About Form 1099-R, Distributions From Pensions, Annuities, Retirement or Profit-Sharing Plans, IRAs, Insurance Contracts, etc.

IRS PROVIDES A SAFE HARBOR METHOD OF ACCOUNTING FOR PASSENGER AUTOMOBILES THAT QUALIFY FOR THE 100-PERCENT ADDITIONAL FIRST YEAR DEPRECIATION

WASHINGTON –The Treasury Department and the Internal Revenue Service issued guidance (https://www.irs.gov/pub/irs-drop/rp-19-13.pdf) yesterday (February 13th), that provides a safe harbor method for determining depreciation deductions for passenger automobiles that qualify for the 100-percent additional first year depreciation deduction and that are subject to the depreciation limitations for passenger automobiles.

Under the Tax Cuts and Jobs Act (TCJA), the additional first year depreciation deduction applies to qualified property, including passenger automobiles, acquired and placed in service after September 27, 2017, and before January 1, 2027.

In general, the section 179 and depreciation deductions for passenger automobiles are subject to dollar limitations for the year the taxpayer places the passenger automobile in service and for each succeeding year. For a passenger automobile that qualifies for the 100-percent additional first year depreciation deduction, TCJA increased the first-year limitation amount by $8,000. If the depreciable basis of a passenger automobile for which the 100-percent additional first year depreciation deduction is allowable exceeds the first-year limitation (https://www.irs.gov/pub/irs-drop/rp-18-25.pdf), the excess amount is deductible in the first taxable year after the end of the recovery period.

The guidance provides a safe harbor method of accounting for passenger automobiles. The safe harbor allows depreciation deductions for the excess amount during the recovery period subject to the depreciation limitations applicable to passenger automobiles. To apply the safe-harbor method, the taxpayer must use the applicable depreciation table in Appendix A of IRS Publication 946. The safe harbor method does not apply to a passenger automobile placed in service by the taxpayer after 2022, or to a passenger automobile for which the taxpayer elected out of the 100-percent additional first year depreciation deduction or elected under section 179 to expense all or a portion of the cost of the passenger automobile.

Taxpayers adopt the safe harbor method of accounting by applying it to deduct depreciation of a passenger automobile on their return for the first taxable year following the placed-in-service year.

AVOID THE RUSH: PAY TAXES OWED ONLINE OR SET UP A PAYMENT PLAN

WASHINGTON — The Internal Revenue Service is reminding taxpayers who may unexpectedly owe additional tax that there are many online options for payment as well as online options for applying for a payment plan for those who can not pay in full.

Questions about payments and installment plans are among the top reasons taxpayers call or visit the IRS. But they can avoid the rush, especially during the peak period of Presidents Day, by using IRS.gov resources.

All taxes owed MUST BE PAID IN FULL by the DUE DATE, which is Monday, April 15, 2019, for most taxpayers.

Because of the Patriots’ Day holiday on April 15 in Maine and Massachusetts and the Emancipation Day holiday on April 16 in the District of Columbia, taxpayers who live in Maine or Massachusetts have until April 17, 2019, to file their tax returns.

PAYMENT OPTIONS

Taxpayers should review the “Pay” tab (https://www.irs.gov/payments) on IRS.gov to see an explanation of payment options. Taxpayers can pay with their bank accounts for free, or choose an approved payment processor to pay by credit or debit card for a fee. They can also use checks or money orders made out to U.S. Treasury.

Most tax software products give taxpayers various payment options, including the option to withdraw the funds from a bank account. As an alternative, taxpayers also may use IRS Direct Pay (https://www.irs.gov/payments/direct-pay) on IRS.gov to make an electronic payment from their bank account to the U.S. Treasury.

Some taxpayers also visit an IRS office to make in-person monthly or quarterly tax payments. But there are online options available to them as well. Those payments can be made online by using IRS Direct Pay (https://www.irs.gov/payments/direct-pay) or through the Electronic Federal Tax Payment System (https://www.irs.gov/payments/eftps-the-electronic-federal-tax-payment-system).

Taxpayers who owe money with their tax return but who lack the full amount should pay as much as possible to avoid interest and late-payment penalties. Taxpayers who lack the funds to pay in full can apply for a payment plan, including an installment agreement.

SETTING UP A PAYMENT PLAN

Qualified taxpayers may be eligible for several types of online payment plans such as full payment, short-term (120 days or less) or long-term (more than 120 days). A taxpayer’s specific tax situation will determine which payment options are available to them.

* TAXPAYERS MAY QUALIFY TO APPLY ONLINE FOR:

** Long-term payment plan (installment agreement):

A Paycheck Checkup (https://www.irs.gov/paycheck-checkup) can help taxpayers see if they are withholding the right amount of tax from their paychecks. Taxpayers who unexpectedly had a tax bill may want to use this feature to ensure that additional taxes are withheld for the 2019 tax year.

The IRS Withholding Calculator helps taxpayers figure out if they should submit a new Form W-4 to their employer. Taxpayers will need their most recent pay stub and their most recent federal tax return to complete the process.

AVOID THE RUSH: FASTEST WAY TO CHECK TAX REFUND IS "WHERE'S MY REFUND?" TOOL AT IRS.GOV

WASHINGTON — Offering time-saving alternatives to a telephone call, the Internal Revenue Service reminds taxpayers they can get fast answers to their refund questions by using the “Where’s My Refund?” (https://www.irs.gov/refunds) tool available on IRS.gov and through the IRS2Go app.

The IRS issues nine out of 10 refunds in less than 21 days, and the fastest way to get a refund is to use IRS e-file and direct deposit. Taxpayers claiming the Earned Income Tax Credit or the Additional ChildTax Credit will see their refunds, which by law must be held until mid-February, after Feb. 27.

The time around Presidents Day is a peak period for telephone calls to the IRS, resulting in longer than normal hold times for callers. Questions about tax refunds are the most frequent reason people call the IRS. People are encouraged to first check “Where’s My Refund?” or review the IRS Services Guide (https://www.irs.gov/pub/irs-pdf/p5136.pdf) which links to many IRS online services.

Please note: Ordering a tax transcript will not speed delivery of tax refunds nor does the posting of a tax transcript to a taxpayer’s account determine the timing of a refund delivery. Calls to request transcripts for this purpose are unnecessary. Transcripts are available online and by mail at Get Transcript (https://www.irs.gov/individuals/get-transcript).

IRS telephone assistors can only research a refund’s status if it has been 21 days or more since the taxpayer filed electronically, six weeks since they mailed a paper return or if “Where’s My Refund?” directs a taxpayer to call.

Taxpayers can avoid the Presidents Day rush by using the "Where’s My Refund?" tool (https://www.irs.gov/refunds). All that is needed is the taxpayer’s Social Security number, tax filing status (single, married, head of household) and exact amount of the tax refund claimed on the return. Alternatively, taxpayers may call 800-829-1954 for the same information.

Within 24 hours of filing a tax return electronically, the tool can tell taxpayers that their returns have been received. That time extends to four weeks if a paper return is mailed to the IRS, which is another reason to use IRS e-file and direct deposit.

Once the tax return is processed, “Where’s My Refund?” will tell a taxpayer when their refund is approved and provide a date when they can expect to receive it. “Where’s My Refund?” is updated no more than once every 24 hours, usually overnight, so there’s no need to check the status more often.

By law, the IRS cannot release tax refunds for Earned Income Tax Credit or the Additional Child Tax Credit related tax returns before mid-February. “Where’s My Refund?” will be updated by Feb. 23 for most early filers who claimed the EITC or ACTC. These taxpayers will not see a refund date on “Where's My Refund?” or through their software packages until then. The earliest EITC and ACTC related refunds should be available in taxpayer bank accounts and debit cards starting Feb. 27, if taxpayers used direct deposit and there are no other issues with their tax returns.

While the IRS still expects to issue more than nine out of 10 tax refunds in less than 21 days, it’s possible a particular tax return may require additional review and a refund could take longer. Many different factors can affect the timing of a refund. Also, it is important to take into consideration the time it takes for a financial institution to post the refund to an account or for it to be delivered by mail.

Most taxpayers will receive a refund, but many also may owe additional tax if they did not withhold enough during 2018. Taxpayers who owe additional tax should use digital payment options (https://www.irs.gov/payments). Taxpayers who owe should do a Paycheck Check Up (https://www.irs.gov/individuals/irs-withholding-calculator) to ensure enough tax is withheld during 2019 to avoid an unexpected tax bill.
