Shivwits Chairwoman Tina Gonzales is testifying in Washington DC today regarding the Shivwits Band of Paiutes Jurisdictional Clarity Act, which is designed to remove legal uncertainty that currently hinders economic development on Shivwits tribal lands. Our Attorneys Mark Echo Hawk and Colleen Sullivan have collaborated with the offices of Congresswoman Maloy and Senator Curtis on this legislation that will benefit the Shivwits Band of Paiutes. The hearing is today at 12:30 pm MT, and is the second item on the agenda.

The Shivwits Band of Paiutes Jurisdictional Clarity Act provides essential legal certainty for civil matters involving the Shivwits Band and its lands. The bill authorizes Utah state courts to hear civil cases arising on Shivwits lands when the Tribe is a party, affirms federal jurisdiction over contracts and agreements tied to those lands, and expands leasing authority to enable long-term economic development. Importantly, the Act preserves the Tribe’s sovereign immunity, ensuring that any waiver remains under Tribal control. By clarifying jurisdiction and modernizing leasing provisions, this legislation removes barriers to investment and supports the Shivwits Band’s self-determination and economic growth.
