In anticipation of temperatures at or near 100 and a heat index of above 111 degrees August 22nd to August 24th, Bay County Emergency Management and the Red Cross will open a “cooling center” from noon to 5 p.m. Aug. 22-24 at the Central Panhandle Fair in Bay County, located at 2230 15th St., Panama City.
