The U.S. Department of State has published the Visa Bulletin for November 2025, which includes both the Final Action Dates and Dates for Filing tables across family‑based and employment‑based immigrant categories. 
Meanwhile, U.S. Citizenship and Immigration Services (USCIS)’s “Adjustment of Status Filing Charts” page confirms that for November 2025, applicants in all family‑sponsored and all employment‑based preference categories must use the Dates for Filing chart. 
If your priority date is earlier than the cutoff listed on the Dates for Filing chart for your category and country, you may be eligible to file your adjustment of status (e.g., Form I‑485 if in the U.S.).
Because USCIS is using the Dates for Filing chart rather than the Final Action Dates chart this month, the filing window is broader (i.e., more applicants become eligible to file) even if actual visa issuance (Final Action) is still waiting on availability.
In employment‑based categories, there was no movement in cutoff dates for November compared to October.
