After meeting with City of Odessa, Texas, Ector County ISD, and the rest of our partners, we have decided we would all close down tomorrow, Monday, January 26th. Essential services will continue to be provided. Thank those folks who don’t get the day off. They’re heroes.

⚖ Ector County Jury Sentences Leonel Torres ⚖
Leonel Torres pled guilty to two counts of Intoxicated Manslaughter and was sentenced by an Ector County jury to 10 years Community Supervision and a $10,000 fine for each count.

Judge Shrode of the 358th Judicial District Court added that the defendant must serve 120 days in the Ector County jail as a condition of his probation.

On September 5, 2021, Torres, who was found to be intoxicated, lost control of his vehicle, causing both of his passengers to be ejected.

One victim tragically passed away at the scene, and the second victim was transported to the hospital, where they later died.

Multiple witnesses confirmed that the defendant was behind the wheel at the time of the crash.

We are grateful for the hard work of our trial team: ADA's Gregory Barber and William Prasher, Investigator Ismael Orosco, Victim Assistance Lauren Tarpley, and Paralegal Izdel Nieto.
This tragic incident highlights the dangers of impaired driving and the devastating consequences it can have on innocent lives.

It is with a heavy heart that we announce the passing of one of our officers. Officer Robert “Troy” Joiner passed away today after a long hard fought battle with COVID-19.

Officer Joiner began his law enforcement career serving as a Military Police Officer in the US Army for 5 years. He then proudly served his community working for the Odessa Police Department for 22 years, where he honorably retired at the rank of Sergeant. For the past 10 years, Officer Joiner has proudly served the students and faculty of ECISD. Officer Joiner was assigned to Nimitz Middle School and was one of the Department’s Field Training Officers. He is greatly missed by all of his coworkers. Please keep our department in your prayers during this difficult time.
