PROPERTY TAXES

Property owners in Horry County should see their property tax bills arriving in the mail. These bills are for real property. Real property consists of your owned home or brick-and-mortar business location.

The bills will show your property's taxable value, the rate you are being taxed at, and any tax owed. Tax Payments are due January 15, 2026.

The rate you are being taxed at will include any exemptions, such as the 4% 'Legal Residence' rate. These exemptions are only for the property while you own it. If you have an assessable transfer of interest (like purchasing a property or the name of the owner changes), you may have to reapply for the exemption.

You can check the status of any owed taxes at the Tax Payment Portal found on the Tax Payer Services page of our website.

❗️New Survey Requirements For Building Permits Takes Effect September 1, 2025❗️

Beginning September 1, 2025, the City of North Myrtle Beach will require a current property survey to be submitted with building permit applications. This new policy, developed by the Planning & Development Department, is part of a broader initiative to reduce costly construction errors and ensure compliance with local zoning and floodplain regulations.

Permit applications without a survey will not be accepted. Residents and contractors are strongly encouraged to plan ahead and schedule their survey appointments early to avoid delays.

You will need a survey if you are:
➡️ Building a new house or commercial building
➡️ Adding a garage, shed, pool house, or accessory building
➡️ Expanding the footprint of an existing structure
➡️ Installing a pool, driveway, patio, or retaining wall
➡️ Building a fence within 5 feet of a property line
➡️ Developing in a flood zone or coastal jurisdiction area

This policy is designed to help avoid construction delays, prevent code violations, and reduce disputes over property boundaries or easements.

TWO WEEKS LEFT TO APPLY FOR 'LEGAL RESIDENCE'

'Legal Residence' is a statewide special tax assessment rate for those who own and live in a home full-time in SC.

SC law provides the 4% assessment ratio on primary residential properties (the alternative is 6%). This only applies to primary residences, not second/vacation homes.

To find out if you qualify, file an application with the County Assessor's Office and provide supporting documentation. The form and a list of supporting documents needed can be found on our website.

The application must be completed by May 31, 2025 to ensure your tax bill (which you will see later in the year) will be at the 4% residential rate. This is the same deadline for anyone who was given 'provisional or conditional' approval of their legal residence status.

If you qualify, you'll only need to apply once for your property, unless your property's ownership or residency status changes.

PROPERTY TAX BILLS ARRIVING SOON

Attention property owners in Horry County: your annual real property tax bills are being mailed the first week of October. This is the general annual property tax mailing for Horry County Government. Property tax payments are due January 15, 2025.

Property owners can also check their property tax bill through the online tax payment portal by selecting ‘Pay Online’ on the Tax Payer Services page here: https://www.horrycountysc.gov/tax-payer-services/

This bill is the first at the property’s new value since the 2024 reassessment. Real property consists of your home or brick-and-mortar business location.

If you do not receive your bill in the mail, check with the Assessor’s Office. Following USPS mailing of assessment notices earlier this year, the Horry County Assessor’s Office received an unusually high number of notices returned to sender.

Questions about your property tax bill? Visit the Tax Payer Services page or contact the Assessor’s Office. Callers who opt to speak with a customer service representative may encounter delays. Please be patient as staff work diligently to address the needs of all callers.

(Please note, your mortgage company may make the payment to the County before the January due date. Please reach out to your loan or mortgage company for any questions about that process.)

To my friends and clients, especially those that are not here locally and need this information!! This is a statement issued by the City today! As we all know, Cherry Grove seems to be the first to flood so I highly recommend that you take all precautions! Please call me if I can help you! Hoping the flooding is not as bad as they predict!!

NORTH MYRTLE BEACH, S.C. -- The City of North Myrtle Beach continues to monitor Tropical Storm Debby.

Public Works has set up a FREE Sand Station at 1st Avenue South (adjacent to the City's Sanitation Center). This sand is first come, first serve. Bring your own sandbags.

Sandbags can be purchased in packs of 25 at these stores located in North Myrtle Beach - Boulineau's, Vereen's, Windy Hill Hardware, Home Depot, and Lowes.

The Fire Department, Police Department, and Public Works are working on final storm preparations.

The Fire Department is ensuring all vehicles and equipment are operationally ready. The Department has a High Water Vehicle and boats with dedicated crews for responses throughout the storm’s impacts in addition to normal staffing.

The Police Department will be coordinating with Public Works and the Fire Department regarding setting up for road closures (as needed). Ocean Rescue will be collecting all Lifeguard Towers off the beach today.

Public Works has begun collecting the beach trash cans and will have them all picked up by Tuesday, August 6. The Sanitation Schedule will remain as normal for now.

The latest weather briefing shows significant rainfall this week. The greatest concern will be on Wednesday and Thursday with high potential of flash flooding impacting Ocean Boulevard, HWY 17, and several other lower lying areas. North Myrtle Beach is projected to see 12-16 inches of rain with some local spots seeing up to 20 inches. Prepare NOW for flooding.

As of right now, the biggest unknown are tidal surge impacts. We will likely not have an indication of this until late Tuesday or early Wednesday. We will see rough surf and minor beach impacts beginning later this evening.

Safety Reminders:

Do NOT remove any manhole or clean out covers. When these covers are removed during weather events, the sewer system floods.

Do NOT drive or walk through flooded roads/areas.

REASSESSMENT: ROLLBACK MILLAGE SET

The County’s millage rollback for the 2024 reassessment is set at 52.1 mills, a reduction of 4.1 mills. This millage affects all properties within the county but does not include the millage for the school district, municipalities or special purpose districts.

The millage rollback is one of the protections set in place by the SC law that requires all local governments to participate in reassessment. Additionally, a 15% increase cap in a property’s taxable value protect the property owner by limiting the amount of real property value increase.

Every taxpayer’s situation is unique and the tax impact varies based on their amount of real property, personal property and vehicles owned. Additional millage is applicable for the school district, special tax districts, and municipalities that impact the overall real property tax bill. While the county sends the bill, it is important to consider the other taxes you may see, based on where your property is located in the county.

'LEGAL RESIDENCE' REMINDER

If you moved to Horry County within the last year or bought and moved into a new home within the County, you should turn in documents to qualify for the special ‘legal residence’ tax assessment by May 31, 2024.

This is also the deadline for any property owner who received “provisional or conditional” approval of their legal residence status to submit any missing documentation. These property owners were notified via bright green envelopes in late March.

The application and any missing documentation can be submitted via email, fax, or mail. Turning the documents in by May 31 ensures your property tax bill (which you will see later in the year) will be at the residential (4%) rate.

If you have already submitted your application, you should receive status updates via email. You can also call the Assessor’s Office for updates. Contact the Horry County Assessor’s Office at (843) 915-5040 or email [email protected]. Please be patient as staff work diligently to address the needs of all callers and office visitors.

2024 REASSESSMENT: WHAT CAN I EXPECT?

A few things can happen during a reassessment year.

Certified Horry County appraisers or listers may visit your property. It will be clear that they are county employees, wearing County logos, possessing their County employee ID, and driving county vehicles. They do not need to enter the home to complete their evaluation.

If your property’s assessed value increases by more than $1,000, you can expect to see an assessment notice in the mail during Summer 2024. We ask that you review these notices carefully, as the assessed value directly affects the amount of taxes you may owe. You will have 90 days from the notice date to appeal.

Please note- any increase in the Taxable Value of real property, like your home, is limited to 15% within 5 years, regardless of how much the Fair Market Value as determined by the Assessor grows. However, that limit does not apply to the fair market value of additions or improvements, or assessable transfer of interest (meaning the property was transferred to a new owner. New owners of the property would pay taxes based on the property’s worth at the last date of the previous year).

You can expect to see your property tax bill in early Fall. If you did not receive an assessment notice in the summer, you will have until the payment deadline in January to appeal your property tax bill. All appeals are processed in the order they are received.

IMPORTANT: Homeowners, if you are a permanent resident (meaning you live in your property full time), remember to apply for the ‘legal residence’ or ‘homestead’ exemptions as soon as you acquire the property. You should plan to apply anytime you purchase and move into a different property. This helps ensure your taxes will be at the appropriate rate and limits delays in acquiring the special tax assessment rate. If you already qualify for the property you currently live at, you do not need to reapply. Veterans can apply for particular exemptions at the state level through SCDOR.

Keep an eye out in coming weeks for these bright green envelopes that say “Horry County Exemption Audit Notice”.

If you receive one, please do not throw it out!

This is your reminder that the Assessor’s Office is missing documentation regarding legal residence applications. Missing documents can be submitted via email, fax or mail.

These notices were sent out TODAY, March 25, 2024 to anyone who was given “provisional or conditional” approval of their legal residence status.

The deadline to turn in missing documents to avoid a rebill at the higher rate is May 31, 2024.

OWN A NEWLY-BUILT HOME?

If you own and live in a newly built home, you may receive a blue door hanger like the one pictured below.

It means your home was visited by a field staff employee from the Assessor’s Office while you were out. These employees visit new construction to keep the public record accurate and up to date. The employees assess the property from the outside of the home. Each new home must be assessed for the first time once they are completed.

If you have any questions related to this process, please call the Assessor’s Office at 843-915-5040 and ask to speak to the field supervisor or lister coordinator.

On the back of the door hanger is a reminder about the ‘Legal Residence’ process in Horry County. If you live in your property full time, you may qualify for this special tax status.
