Pisey holds an Associate Degree in Law and Associate Degree in Japanese from the Royal University of Phnom Penh. Sheis multilingual, fluent in Khmer and Japanese. Hampton Roads commercial districts win revitalization grants

Virginia awarded $615,000 to 22 downtown projects, including $75,000 for Phoebus’ Clock Alley, $15,000 for an Olde Towne Portsmouth restaurant-incubation and business-placement initiative, and $15,000 for downtown Suffolk organizational development. The statewide awards will leverage more than $230,000 locally. Read the Governor’s announcement⁠.

Business implication—analysis: The grants are modest but can improve foot traffic, tenant recruitment and storefront activation. Brokers should track nearby retail, restaurant and mixed-use space before completed improvements become reflected in rents and asking prices.

Virginia awards $22.7 million for and community development

Seventeen projects will receive $22.7 million in Community Development Block Grants, supplemented by $9.7 million in local investment. ’ York County receives $1.5 million for the York Terrace Northwest housing-rehabilitation project.

Hampton Roads’ offshore-wind supply chain

Dominion Energy’s $11.6 billion Coastal Virginia Offshore Wind project remains under construction and is expected to finish in late 2027. A federal attempt to pause construction was overturned in court, but the interruption added costs and related litigation continues; other regional wind projects remain suspended or canceled.
