*NEW RENT-STABILIZED LEASES*

The Division of Housing and Community Renewal has issued the RTP-8 for rent stabilized lease renewals. HCR also released a new fact sheet for ETPA, and the newest rent adjustments for leases beginning on October 1, 2024 and ending September 30, 2025 in NYC and other municipalities that have rent regulations.

For NYC, it is a 2.75 percent adjustment on a one-year lease and 5.25 percent on a two-year lease. Nassau County RGB, including the village of Hempstead, voted for a 1.5 percent on a one-year lease and 2.5 on a two-year lease. Westchester voted for 2.5 percent and 3.5 percent on a one-year and two-year lease respectively. Kingston issued a rent freeze for the second year in a row, and Rockland and Poughkeepsie have not yet voted on rent adjustments. The deadline to register rents is at the end of the month. Beginning this year, there is a $500 fee per month for any unit that is not registered.

RENT STABILIZATION: Tweak to the 2019 rent laws to increase the amount owners can spend on individual apartment improvements. The IAI amount was doubled, from $15,000 to $30,000, and in certain cases to as high as $50,000, and the resulting rent increase is now permanent.

New York State’s new housing policy includes a modest revision to regulations for rent stabilized buildings but more changes are needed to ensure the properties survive.

What does this mean? ➡️ The law allows for increases that are 5% plus inflation, and the form establishes the CPI increase and the Fair Market Rent amounts to be used to determine if an apartment is exempt from the law.

For the New York City Metro Region, rent increases on lease renewals that exceed 8.82% could be deemed unreasonable by a judge under the new law.
