The new memo strongly emphasizes that Adjustment of Status is discretionary — meaning approval is not automatically guaranteed even if basic eligibility requirements are met.

If you or someone you know is planning to apply for Military Parole in Place, there are some key changes to be aware of:

𝗡𝗲𝘄 𝗠𝗮𝗶𝗹𝗶𝗻𝗴 𝗔𝗱𝗱𝗿𝗲𝘀𝘀 (𝗘𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗝𝘂𝗹𝘆 𝟮𝟭, 𝟮𝟬𝟮𝟱)
PIP applications are no longer accepted at local USCIS field offices. Everything now goes to one centralized location:

USCIS
Attn: I-131 PIP
10 Application Way
Montclair, CA 91763-1350

Please note: Applications sent to local field offices will be rejected, so make sure you're using this address.

𝗡𝗲𝘄 $𝟭,𝟬𝟬𝟬 𝗙𝗲𝗲 (𝗘𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟭𝟲, 𝟮𝟬𝟮𝟱)
There's now an additional immigration parole fee of $1,000 under House Resolution 1. Here's how it works:
• You pay the regular I-131 filing fee when you submit your application
• After USCIS reviews your case and determines you're eligible for approval, they'll send you a separate notice requesting the $1,000 parole fee
• You must pay this fee by the deadline in the notice
• USCIS will NOT approve your parole without this payment

𝗣𝗼𝘀𝘀𝗶𝗯𝗹𝗲 𝗙𝘂𝘁𝘂𝗿𝗲 𝗖𝗵𝗮𝗻𝗴𝗲𝘀
There are reports that USCIS may centralize all Military PIP adjudications (not just the mailing address), meaning all cases would be decided at the central office rather than local field offices. This hasn't been officially announced yet, but it's something to keep in mind.
