Tennessee Youth Courts Tennessee Youth Courts is a juvenile delinquency prevention and intervention program for youth.

In 2000, our leaders had an enlightened moment when two members of the General Assembly sponsored a bill that was to become the Tennessee Teen Court Act of 2000. The act proposed the creation of teen courts, now called youth courts, to be established by local judges with juvenile court jurisdiction, to be composed of various numbers of youth and various models. The act proposed nontraditional pena

lties for juvenile offenders. It proposed not penalties but instead a means to make amends for the bad decision made and actions undertaken. It also proposed that the “court system” be made up of peer teens operating under the supervision and guidance of local attorneys and judges. For youth who volunteer, Youth Courts inform and educate young people about the role of law in our democracy and their role as active citizens. Volunteers learn about court procedures, sentencing options, trial techniques, the structure of the justice system, the meaning of justice, and relationships between rights and responsibilities. Teenagers who volunteer to sit on the Youth Court decide the sentence for other teens who admit to committing an offense. These teen volunteers base their verdict on the principles of restorative justice:

Our Board Chairman for Tennessee Youth Courts recently visited Wilson County Teen Court.

Having worked closely with Youth Court programs—especially in Hamilton County, where the work is exceptional—Chairman Donna Christian-Lowe found it meaningful to see Wilson County’s program in action and learn from their judges, District Attorney, and community partners. The shared commitment to supporting youth was evident throughout the session.

We thank the Wilson County Teen Court team for the invitation and for the important work they do to provide young people with accountability, guidance, and a second chance. We look forward to continued collaboration as we strengthen Youth and Teen Courts across Tennessee.

Our Story

Youth Courts, also called teen courts, peer courts or student courts, provide an alternative to traditional juvenile court for young people who made mistakes that take them into the Juvenile Justice System for the first time on minor offenses.

In Youth Courts, young people decide cases with three things in mind: accountability - increasing the youthful offender's awareness of the harmful effects of the behavior that resulted in the offense; competency development - providing the offender with skills that will enable the young person to make better choices in the future; and community safety - strengthening the connections between the youthful offender and the community at large which reduces factors that contribute to any future wrongdoing. Teenaged court members learn about the role of law in our democracy and about their role as active citizens. They learn about court procedures, sentencing options, trial techniques, structure of the justice system, the meaning of justice and relationships between rights and responsibilities. Young people who are equipped with knowledge of the law and how it works within the judicial system are inclined to have a better understanding of their connection to the American system of justice. The youth feel that they are participants, not potential victims.
