Under the new Wage and Hour legal framework in New Jersey, referees, umpires and other officials may need to become employees of the schools, clubs, and amateur sports associations for whom they provide services. This would turn NJ into a national outlier. While, in theory, these refs may enjoy better protections as employees, the real world result may be that: (i) the amateur (mostly young kids’) groups that use the refs would become unable to employ them; and (ii) the refs being employed by one team or association over another could lead to skewed calls and results on the field (with the refs having a conscious or unconscious bias toward the team that employs them).
Generally speaking, there is already a shortage of refs for kids sports in NJ. Adding this level of cost and quite substantial administrative burden is likely to be far more cumbersome and costly for most little leagues and soccer clubs to bear. The end result will likely be far less use of refs. Or NJ kids’ sports may have to come to rely on volunteer refs or informal score keeping. Unless the NJ Legislature enacts legislation to address this, there is probably going to be some kind of sea change in how kids’ sports are officiated.
Here is a recent news piece about this:

New regulations scheduled for October could disrupt how New Jersey's youth leagues and high schools find referees and umpires, with officials warning the state would be the only one in America to impose such requirements.
