“It’s, in my view, the best helping profession there is on the planet.”
That’s what Steve Wirth shared with WTAE-TV Pittsburgh after being recognized yesterday as one of the 2026 honorees at the Western Pennsylvania Legends of EMS event.

And in many ways, that single sentence captures the impact Steve has had on EMS throughout his career.

For decades, Steve has dedicated himself to strengthening EMS from every angle imaginable. Serving as a paramedic, advocate, educator, attorney, strategist, mentor, and trusted voice for agencies and leaders across the country. His influence can be found not only in policy discussions but in the countless EMS professionals he has guided, encouraged, and inspired along the way.

What has always set Steve apart is his commitment to EMS, which has never been about titles or recognition. It has always been about people. The providers answering the call. The leaders are making difficult decisions. The agencies are working to serve their communities despite growing complexity and pressure.

That is why this recognition feels so meaningful.

All of us at PWW|AG are very proud of co-founder Doug Wolfberg for this wonderful recognition by his law school alma mater.

The official naming of the “Douglas M. Wolfberg Courtroom” at the Harrisburg campus of the Widener University Commonwealth Law School is in recognition of his many selfless contributions to the school and to the alumni and students in so many ways – first as a law student, then as an active alumni, professor of law, member of the board of overseers of the school, benefactor, and now as the current vice chair of the board of directors.

Doug has done so much to support legal education and to “pay it forward” to the next generation of law students. And Doug has never forgotten his roots and the people along the pathway to success as he continues his ongoing commitment to give back to the school and the legal community.

Congratulations, Doug, on this well-deserved and well-earned recognition.

🚨 EMS Agencies: NPP Update Required by February 16, 2026 🚨

On February 16, 2024, the U.S. Department of Health and Human Services issued a Final Rule aligning 42 C.F.R. Part 2 (Substance Use Disorder record protections) more closely with the Health Insurance Portability and Accountability Act (HIPAA).

What Does This Mean for EMS?

While most EMS agencies do not create Part 2 records, many receive substance use disorder (SUD) records, particularly when transporting patients to or from Part 2 facilities.

Because of that, the best practice is to update your Notice of Privacy Practices (NPP) by February 16, 2026.

What’s Specifically Required?

EMS agencies should revise their NPPs to:

Explain how the agency may use and disclose SUD records.

Notify patients of their rights and the agency’s responsibilities regarding SUD records.

State that disclosed SUD information may be subject to redisclosure.

Clarify that Part 2 records cannot be used against a patient in civil, criminal, administrative, or legislative proceedings without written consent or a court order.

Key Protection to Highlight

SUD treatment records protected under 42 C.F.R. Part 2:

May be used for treatment, payment, and healthcare operations if authorized by general consent

Are limited strictly to the scope of any specific written consent

Cannot be used in proceedings against the patient without consent or court order

Carry heightened protections beyond standard HIPAA rules.

Today, PWW pauses to honor the bravery and sacrifice of the thousands of emergency responders who answered the call on September 11, 2001. Firefighters, EMS clinicians, law enforcement officers, and countless others rushed toward danger when the nation needed them most.

The events of that day forever changed emergency services. It highlighted the courage of responders but also reshaped how our nation prepares for and responds to disasters. The legacy of 9/11 continues to influence how we serve and protect our communities.

We remember the emergency workers who gave their lives that day and the many more who have since faced lasting health impacts from their service. Their commitment is a reminder of the courage, resilience, and selflessness at the core of emergency response.

Today and every day, we honor their memory by striving to carry forward their spirit of service.

It’s a Silver Anniversary! The team at PWW is so happy to recognize Christie Mellott for her dedication, commitment, hard work, and sincere concern for helping our clients over the past 25 years. Christie is Of Counsel at the law firm and is our longest tenured attorney, having joined us shortly after PWW was founded in January 2000.

Many of you know Christie’s pleasant and helpful approach to working through your legal and workplace issues – which can be so important when faced with complex challenges. Christie has been a vital member of the team, helping PWW grow and expand our reach and impact over the years.

Christie has been the “go to” attorney for a lot of things - from reimbursement and provider enrollment, employment and workplace law, tax-exempt issues, intellectual property, contracting, workplace safety, and administrative law issues. She became an EMT a few months after joining the firm and has maintained her certification ever since. You’ve seen her speak at many regional, state, and national conferences, and she’s written and co-authored many articles on a variety of issues.

But most importantly, it’s been a joy and an honor to call Christie our colleague and friend over all these years. Her loyalty to PWW and her dedication to EMS are second to none. And she has maintained that same positive enthusiasm for helping EMS agencies throughout all those years.

Christie and her husband, Tom, have lived in the Harrisburg area for many years. Now, empty nesters (except for their rescue lab mix, Raven), we’ve seen their kids – Jessie and Ben – literally grow into successful young adults. In her spare time, Christie enjoys volunteering for a variety of community activities, was an officer in the local Junior League, is very active in her church, and has spent years on the church council. She enjoys many outdoor activities.

On August 7, 2025, what would have been Jim Page's 89th birthday, we pause to reflect on Jim’s legacy and the positive impact he had on so many people around this country. Many of the advancements that we have made in EMS over the years we owe to the trailblazers like Jim Page.

Many have called Jim a “founding father of modern-day EMS” – and rightly so. There was no organized system of response and no standards of care for pre-hospital patient emergencies when Jim Page began as a firefighter with LA County Fire in the late 1950s. Jim devoted his entire life to establishing what we know today as “emergency medical services” and in improving the delivery of patient care in the field across this nation. Jim was instrumental in developing many of the standards of patient care and professionalism we follow today.

Jim's passion for the development of EMS knew no boundaries – he didn’t have time for the “us vs. them” or “public vs. private” divisions which ultimately arose in EMS. He recognized, modeled and facilitated excellence in EMS across the board.

Jim wore many hats and exerted tremendous influence as a key change agent in whatever role he was in at the time - firefighter, paramedic, fire chief, state EMS director, script writer, technical advisor, writer, editor, publisher, book author, speaker, conference organizer, and attorney – to name a few.

Jim was a powerful advocate for those who helped others.
In all that Jim did to develop and advance EMS, he never lost sight of those on the front line. Jim always worked tirelessly to improve the working conditions of those who cared for the patient.

Jim always kept the patient at the forefront.
Jim would often ask this question: “But how will this affect the patient?” when decisions involving EMS systems needed to be made.

As editor and publisher of JEMS magazine, Jim would publicly compliment and sing the praises of those who were doing it right, and when necessary, call out those who did not. He pulled no punches and did not hesitate to use the power of the publisher and the podium to challenge us all to do our very best. His message was always powerful, upbeat and positive. Jim made the reader or listener feel energized with a renewed belief that providing EMS was the most important thing they would ever do in their lifetime - and that it needed to be done with care, compassion, and skill.

We all could use a bit more of that passion and zest for what Jim referred to as “the most noble of all professions.” We miss his friendship, mentorship, counsel and true concern that he brought to EMS.

We have all been honored and blessed to have known Jim Page, and to have the privilege of standing on the shoulders of a giant whose positive impact and influence continues today and will do so well into the future.

🚨 Federal Court Strikes Down CFPB’s Medical Debt Reporting Rule🚨

A Texas federal court has vacated the Federal Consumer Financial Protection Bureau’s (CFPB) rule aimed at eliminating medical debt from credit reports. The court found the agency exceeded its authority and violated the Fair Credit Reporting Act (FCRA).

⚠️ What EMS Agencies Need to Know:

You can still report medical debt to credit bureaus (unless restricted by state law).

Ensure reporting complies with HIPAA’s minimum necessary rule.

If using a billing vendor, double-check that their practices align with FCRA requirements.

🧾 Reminder: The three major credit bureaus still won’t report medical debts that are:

Under $500

Or over $500 but less than one year old

🚨 BREAKING HIPAA UPDATE 🚨

On June 18, 2025, a federal judge in Texas struck down the Reproductive Health Rule, a 2024 HIPAA regulation that limited how EMS agencies and other covered entities could disclose reproductive health information.
The court ruled that HHS exceeded its authority, citing the Administrative Procedure Act and recent Supreme Court precedent. As a result, the entire Rule is now invalid, though updates to the Notice of Privacy Practices (NPP) for Substance Use Disorder records are still required by Feb. 16, 2026.
What EMS Agencies Need to Know:
🔹 HIPAA’s standard privacy rules still apply
🔹 You no longer need to follow the vacated Rule’s requirements (e.g., written attestations for disclosures)
🔹 Review how your agency handles PHI requests from law enforcement and state agencies
🔹 Retrain key staff on the original HIPAA framework
🔹 Check your state’s laws — they may still offer enhanced protections
📌 Even with this ruling, HIPAA compliance is not optional. Agencies must stay current and ensure policies reflect the updated legal landscape.
