In short, they suddenly published an opinion stating that they interpreted Virginia Code § 55.1-900, et seq. as prohibiting the long-standing practice of “split settlements.” Well, sort of (q.v.). As of this writing, there have been no updates, so if your drivers license has expired on its face, it's expired by now. Lately, I've been getting questions about this from my processors about whether we can use expired licenses for notarizations, so of course I'm saying no....

“How are these people driving without valid driver’s licenses?” Illegally.
