A message from Chief Judge Angela Horan regarding the construction and changes at the PWC Judicial Center.

The County will be doing some construction on the third floor, starting in several weeks, to create a large waiting area for jurors to use during jury selection and when a jury must be excused from the courtroom during trial for any number of reasons familiar to experienced attorneys.

The Probate Division, which some of you may know is currently accessed through the Law Library, will be relocated to existing rental space the County has at 9300 West Courthouse Road. That location is within walking distance, and other agencies in this Courthouse are already using a significant portion of that building for part of their operations.
This move will provide more parking for Probate customers and relieve them of the need to come into this courthouse when the only court business the vast majority of them have is with the Probate Division. The move will provide the Probate Division with more spacious and modern accommodations and with additional facilities the current space does not give them. The move will also provide more conference and storage space for the Clerk of the Circuit Court, should she choose to use it.

Once Probate is comfortably situated in the new space, the space Probate has been using will be reconfigured and 22 workstations and three walled offices will be built to house the staff that supports the work we do in the Courtrooms. These 22 workstations will be the same size, if not larger, than the 15 that they will replace and will allow for expansion should new employees be hired or reassigned. The three walled offices will replace the one that we need to eliminate to make space for jurors.

Once the Courtroom Clerks and their supervisors are relocated to the new workstations and offices, the space they vacate will be cleared and cleaned so that we can place over one hundred chairs for jurors. The new juror waiting area will be located between the courtrooms and the Clerks' office, it will be sealed from the Clerk's office but have its own separate fire exits, and it will be secure from the public. Jurors will be able to move quickly and safely from the waiting area to the courtrooms and back.

This work will be finished, in the County's estimation, by November 1 of this year — less than six months from now. No customer service window or other area of the Circuit Court Clerk's office will be altered by the construction, and work at those windows and in those other areas is not planned or intended to be "significantly interrupted" for any period of time.

I hope this makes clear what the upcoming construction project will entail.

Angela Horan
Chief Judge

On March 25th, THE PWCBA hosted the PWC Schools Moot Court Competition. Here is a thank you direct from Ms. Randi Warren, who is the steward of the program!

I want to first thank our panel of Judges (Mr. Wides, Mr. Marshall and Mr. Daugherty) for making time out of their busy schedules to volunteer for yesterday's program. Not only did they run a tight ship keeping all the participants on time, but they truly gave all of our students a real-world experience of what it's like to argue these cases at Law School and before a real appellate court. I cannot thank them enough and I thought the event was absolutely fantastic. I also want to thank Judges' Chambers, the Sheriff's Department and the PWBA for their continuing supporting of this program. Without them, none of this happens.

I spoke briefly with the volunteer judges yesterday, and I know they thought that EVERY SINGLE STUDENT did an amazing job and stated that all of the students demonstrated real "command" of and at the podium. Honestly, from what I observed yesterday, I think this was the most competitive series of Moot Court rounds I have witnessed, and I have been involved with these for almost 8 years. I know the judges struggled with their decision, but everyone should hold their head high. We asked the judges to place the top three competitors on both sides of the argument in order.

So without further delay, Drum Roll Please . . .

Appellant (Diamond):
1. Sakshi Gowda & Ethan Marco (Battlefield HS)
2. Leo Stammler & Rebecca Roth (Battlefield HS)
3. Erica Timothy & Camryn Niel (Patriot HS)

Appellee (Commonwealth)
1. Isabel Amante (Battlefield HS)
2. Neela Harooni & Zeynep Karakas (Patriot HS)
3. Jason Hernandez & Andrew O'Dell (Patriot HS)

Congratulations to the top three finalists in yesterday's Moot Court Competition

On February 21st, 2026, the PWCBA hosted some of the brightest and kindest local students from Prince William County Public Schools .

The Prince William County Mock Trial Competition reached a remarkable milestone this year, and it would not have been possible without the extraordinary partnership and support of the volunteers; Prince William Bar Association, the Prince William County Sheriff's Office, and the PWC Courthouse Staff, our Grounds and Maintenance Crews, our Clerks, our Building Maintenance Team, our Courthouse Staff, etc.. so many people come together to help with this annual event.

This year’s competition welcomed approximately 350 PWCS students from across the county. This was our largest turnout to date. These students and our PWCBA volunteers gave up their Saturday morning to engage in a live, judiciary in action simulation, and their experience was made seamless thanks to the dedicated efforts of so many across our legal and school communities.

High school students from across Prince William County traded classrooms for courtrooms as they took part in the county’s annual mock trial competition at th...
