Congratulations to our colleague Andrew Richardson on his appointment as the incoming Executive Director of the West Virginia Bar Foundation.

📣 Big news
I am honored to share that I have been appointed as the incoming Executive Director of the West Virginia Bar Foundation, effective July 1, 2026.

As a native West Virginian, my career has been defined by a deep-seated commitment to the legal profession and the prosperity of our state. From my early days as an Assistant Prosecuting Attorney to serving in the Cabinet of Governor Gaston Caperton, I have always believed that rigorous legal stewardship is the cornerstone of a functional society. I carry that same dedication to fiscal and operational excellence into this new chapter and am so excited to get started!

⚖️ Legal Excellence in Action: ICA On-Campus

Partner James P. Campbell appeared before the Intermediate Court of Appeals of West Virginia (ICA) today to argue the case of Wilber v. Locust Hill Unit Owners Association (25-ICA-280). Also on the briefs and appearing was Partner Daniel M. Casto along with Senior Paralegal Suzanne Powell.

This wasn't a typical courtroom setting—the argument took place at West Liberty University as part of the ICA’s prestigious On-Campus program.

🎓 Bridging the Gap Between Law & Education

The ICA selects specific cases for this program based on their legal complexity and the caliber of counsel involved. By bringing the bench to the students, the Court highlights the vital work of the judiciary and provides a masterclass in oral advocacy for college and local high school attendees.

🏛️ Beyond the Bench

While the legal proceedings followed the same rigorous standards as the Charleston chambers, the event offered a unique twist:
Student Q&A: Immediately following the argument, James Campbell and opposing counsel stayed behind to field questions from the student audience.

Inside the Process: While the judges deliberated, students had the rare opportunity to engage directly with the attorneys to discuss the case and the legal profession.

We are proud to have our partners participating in programs that inspire the next generation of legal minds!

🐎 Landmark Victory for West Virginia Breeders 🐎

We are proud to announce a significant legal win for our clients, Dr. Maurice Casey and Mark Sell. In a case of first impression, the West Virginia Racing Commission officially reversed a registration denial by the WVTBA—marking the first time such a decision has been successfully appealed and decided by the Commission.

Why this matters:
Sets a Precedent: Establishes a vital procedural pathway for breeders throughout West Virginia.

Ensures Fairness: Clarifies the Commission’s authority to oversee the registration process and ensure regulatory consistency.

Protects Investment: Confirms that the WVTBA must operate within the bounds of West Virginia Code.

Led by Partner Daniel M. Casto, Esq. and Senior Paralegal Elisabeth Longmire, this ruling ensures that our clients’ 2025 c**t is granted full eligibility for the West Virginia Accredited Race Fund.

“This is a major win for the integrity of the West Virginia breeding industry. This ruling ensures that breeders who invest in our state are protected by the law.” — Daniel M. Casto.

Campbell Casto Clark, P.C. is pleased to announce a significant victory before the Intermediate Court of Appeals of West Virginia, successfully defending the property rights of our client, Maple Hill Homes, LLC in the case of Arthena Roper v. Maple Hill Homes, LLC (No. 25-ICA-215).

The dispute arose from a delinquent tax lien on a Jefferson County property purchased by petitioners Arthena Roper and Bryan Sewell. While the petitioners sought to compel the issuance of a tax deed to claim ownership, our legal team—led by partners James P. Campbell and Daniel M. Casto, with support from Senior Paralegal Suzanne Powell—successfully argued that the property was timely redeemed by the property owner and then lawfully conveyed to Maple Hill Homes.

The decision can be found here:

The ICA's decision reinforces the fundamental right of West Virginia's property owners to redeem their properties following tax sales and highlights the technical capabilities that Campbell Casto Clark, P.C. brings to complex litigation.
