Despite all the press, Kris Kobach has no power to implement the changes in birth certificates or drivers' licenses that he talked about yesterday. He simply lacks the power to tell state agencies what to do. This ACLU release explains.

The ACLU of Kansas reminds transgender Kansans that Mr. Kobach's "advisory opinion" about SB 180 is little more than bluster.
