Members of Congress Urge IRS to Address Severe Backlog, Lack of Customer Service

Several members of Congress have urged the IRS to address the significant backlog of unprocessed tax returns and severe lack of customer service. In an August 10 letter spearheaded by Rep. Doug Lamborn, R-Colo., lawmakers, while acknowledging pandemic-related constraints, criticized the IRS for not taking necessary steps to remedy the ongoing issues.
"Rather than take steps to expedite processing times by returning more employees to in-person work or making more telephone agents available to taxpayers, the IRS instead simply encourages taxpayers to be patient and wait," the lawmakers wrote. "However, it is critical that these backlogs are processed because most taxpayers overpay on their taxes through wage withholding or estimated tax payments and are entitle to receive refunds when they file their returns."

IR-2019-01, January 7, 2019 ― Despite the government shutdown, the Internal Revenue Service today confirmed that it will process tax returns beginning January 28, 2019 and provide refunds to taxpayers as scheduled.

Some changes coming for 2019 tax season:

Moving expenses no longer deductible.
For 2018 tax return, you can no longer deduct your moving expenses unless you are a member of the Armed Forces on active duty.

Child tax credit and additional child tax credit.
For 2018 tax return, the maximum credit increased to $2,000 per qualifying child. The maximum additional child tax credit increased to $1,400. In addition, the income threshold at which the credit begins to phase out is increased to $200,000 ($400,000 if married filing jointly).

Credit for other dependents.
A new credit of up to $500 is available for each of your dependents who does not qualify for the child tax credit. In addition, the maximum income threshold at which the credit begins to phase out is increased to $200,000 ($400,000 if married filing jointly).

Social security number (SSN) required for child tax credit.
Your child must have an SSN issued before the due date of your 2018 return (including extensions) to be claimed as a qualifying child for the child tax credit or additional child tax credit. If your dependent child has an ITIN, but not an SSN, issued before the due date of your 2018 return (including extensions), you may be able to claim the new credit for other dependents for that child.
