USCIS is applying long-standing law and prior court decisions to require certain aliens with temporary visas who decide they want to permanently reside in the U.S. to return to their home countries to apply for permanent visas through the U.S. Department of State.

EBOLA OUTBREAK: South Sudan, Democratic Republic of the Congo (DRC) and Uganda.

Effective May 18, 2026:

In light of the ongoing Ebola outbreak, the Department is temporarily pausing all visa operations in South Sudan, the DRC, and Uganda.

The U.S. Embassies in Juba, South Sudan; Kinshasa, Democratic Republic of the Congo; and Kampala, Uganda have temporarily paused all visa services. This pause includes applications for immigrant visas as well as nonimmigrant visas for tourists, business
travelers, students, exchange visitors, and all other nonimmigrant categories. Affected visa applicants have been notified. We will update our website when appointment scheduling resumes and inform applicants whose appointments were rescheduled.

UPDATE!!!

Change to ICE policy, effective immediately, limits congressional visitation:

ICE will now only facilitate meetings with detainees during congressional visits if those aliens are specifically identified by the requesting office to ICE OCR by name, in a manner consistent with existing ICE policy, which requires detainee meeting requests be made at least two (2) business days prior to the visit. The
requesting office must also submit valid proof of the alien's consent to the meeting, such as a signed ICE Form 60-001.

Are you a U.S. citizen with a U.S. passport? Do you owe back child support? Changes are in process...

The U.S. Department of State will revoke U.S. passports of those who owe significant child support debt. Anyone owing child support debt should arrange payment now with the relevant state child support enforcement agency to prevent passport revocation.

If outside the U.S. when their passport is revoked, individuals with significant debt will be eligible ONLY for a limited validity passport for direct return to the United States. Learn more at travel.state.gov/childsupport.

USCIS Update:

If USCIS accepts a benefit request, adjudicators may later reject or deny the requests they determine lack a valid signature. USCIS may retain the filing fee and consider the application fully adjudicated and the applicant ineligible for the benefit. This applies to requests submitted on or after 7/10/26.

UPDATE! Be prepared if you have to file a change of address with the government...

The U.S. government is conducting a
comprehensive review of all relevant
policies, regulations and guidance
related to the receipt of means-tested
public benefits and the public charge
ground of deportability. Therefore, the
Secretary has decided to exercise his
statutory authority under INA section
287, 8 U.S.C. 1357, to require aliens
subject to registration and change of
address reporting requirements under
INA section 265, 8 U.S.C. 1305, to also
report information pertaining to their
receipt of any means-tested public
benefits, as well as information related
to their employment and schooling,
when notifying USCIS of their change of
address. This information will be used
by the Secretary to enforce the
immigration laws of the United States,
including the public charge ground of
deportation under INA section 237(a)(5),
8 U.S.C. 1227(a)(5). It will also be used
to identify aliens who may be receiving
means-tested public benefits in
violation of the restrictions on eligibility
established by Congress in Personal
Responsibility and Work Opportunity
Reconciliation Act of 1996, Public Law
104–193 (PRWORA), codified in 8
U.S.C. 1601 et seq., and to coordinate
with means-tested public benefits
granting agencies to better enforce those
restrictions. Individuals who are not
subject to INA section 265, 8 U.S.C.
1305, are not required to provide
information related to the receipt of
means-tested public benefits or
information related to employment and
schooling).
