Press Release: Aggravated Murder-1 Charges for Shooting at AWPPW

On April 15, 2026, the Cowlitz County Prosecuting Attorney’s Office filed an information charging Andres Carrasco-Sanchez with two counts of Aggravated Murder in the First Degree with a Firearm Enhancement, Unlawful Possession of a Firearm, Attempting to Elude a Pursuing Police Officer, and Alien in Possession of a Firearm. The following day, the Court granted the State’s motion to hold Carrasco-Sanchez without bail pending trial. Carrasco-Sanchez is scheduled to be arraigned on April 21, 2026.

Criminal charges are only allegations, and charges themselves are not evidence of a crime. Any person charged with a crime is presumed innocent.

Press Release: Joseph Klimas Pleads Guilty to Murder in the 1st Degree and Witness Tampering

On March 27, 2026, Joseph Klimas pled guilty to Murder in the First Degree and Tampering with a Witness. In entering his guilty plea, Klimas agreed that there was sufficient evidence for the jury to find that he committed the premeditated intentional murder of Cesar Reyes by shooting him in the head with a 45-caliber firearm on November 11, 2024. Klimas also admitted to telling Cory Hamilton to write a letter falsely claiming another individual had told Hamilton he had murdered Reyes instead of Klimas. He also instructed Hamilton to send this letter to his attorney.

In accepting Klimas’ plea, the Court also considered evidence presented of Klimas sending messages on November 10th, saying they needed to deal with Reyes and asking Reyes to meet up with him, phone location data from November 11th that showed Klimas traveling toward the location in Ariel where Reyes was shot, and a jail video visit from the Clark County jail where Klimas referenced a shooting, said he had done the same thing, and caused the person who was shot to take a “vacation.”

Sentencing was scheduled for April 15, 2026. The State was represented by Senior Deputy Prosecuting Attorney Jake Lervold and Chief Criminal Deputy Prosecuting Attorney Eric Bentson. We appreciate the work of the Cowlitz County Sheriff’s Office detectives who investigated this case.

Press Release: District Court Domestic Violence Trials

On March 16, 2026, a Cowlitz County District Court jury found Kelly Calvin "KC" Vanfleet, 45 years of age, guilty of Assault in the Fourth Degree-Domestic Violence and Attempted Driving Under the Influence. The State was represented at trial by Deputy Prosecuting Attorney Jeff Ostrove.

On March 23, 2026, a Cowlitz County District Court jury found Quinton Gardner guilty of Assault in the Fourth Degree-Domestic Violence. The State was represented at trial by Deputy Prosecuting Attorney Alex Panutich.

We appreciate the Cowlitz County Sheriff’s Office for their investigation of these crimes and assistance at trial.

Press Release: Jethro Welter’s Murder Conviction Upheld on Appeal

This month the Washington Supreme Court denied review of the Court of Appeals’ decision affirming Jethro Welter’s conviction for Murder in the First Degree.

On July 15th, 2022, Welter and his accomplice shot and killed Alan Neilsen at 2106 Holcomb Road. Later, by shooting Tannerite placed near Neilsen’s body, Welter created an explosion intending to detonate Neilsen’s remains. Welter pled guilty to several charges as part of a plea agreement, including murder in the first degree, unlawful possession of an explosive device, and unlawful disposal of human remains, along with other firearm and drug-related charges.

Before he was sentenced, Welter sought to withdraw his guilty plea. Cowlitz County Superior Court Judge Marilyn Haan denied Welter’s motion and sentenced him to 46 years in prison on the murder. The court ran the sentences on his other crimes concurrent with the murder, meaning he would serve these sentences at the same time as he served his lengthier murder sentence.

Welter filed an appeal, arguing that due to a miscalculation on his guilty plea form involving his other crimes, the court should have permitted him to withdraw his guilty plea. The Court of Appeals held that because the miscalculation did not impact Welter’s punishment, Judge Haan did not abuse her discretion in refusing to allow him to withdraw his guilty plea.

Welter petitioned the Washington Supreme Court for a review of the Court of Appeals’ decision. On March 4th, 2026, the Washington Supreme Court entered an order denying Welter’s petition.

The State was represented on appeal by Chief Criminal Deputy Prosecuting Attorney Eric Bentson. We appreciate the work of the Cowlitz County Sheriff’s Office detectives who investigated this case.

Press Release: March 2nd District Court Trials

In consecutive weeks our district court deputy prosecutors had two trials in one day. On March 2nd, 2026, two Cowlitz County District Court trials resulted in guilty verdicts.

A jury found Jenna Harden guilty of Assault in the Fourth Degree, a gross misdemeanor crime. The evidence at trial showed that Harden pushed and slapped her male neighbor during a property dispute. The incident was captured on video by the victim, which was presented to the jury. The State was represented at trial by Deputy Prosecuting Attorney Alex Panutich. Our office appreciates the assistance of the Cowlitz County Sheriff’s Office for their work investigating this case and assistance during the trial.

On this same day, another jury found Izabel Lee guilty of Driving Under the Influence, a gross misdemeanor crime. The evidence showed the trooper stopped her on the freeway after being clocked driving at a speed of 107 MPH. Through investigation by the Trooper, multiple signs of impairment were established, as well as a .119 blood alcohol content by Lee. The State was represented at trial by Deputy Prosecuting Attorney Jeff Ostrove. Our office appreciates the assistance of the Washington State Patrol for their work investigating this case and assistance during the trial.

Press Release: Jury Finds Cartier Guilty of Attempting to Elude a Pursuing Police Vehicle

On February 20, 2026, after two-day trial, a jury found Scott Cartier guilty of Attempting to Elude a Pursuing Police Vehicle and Driving While License Suspended in the Third Degree. The jury also found Cartier endangered one or more persons other than himself or the pursuing police officer. The jury heard evidence at trial that Cartier’s former girlfriend called 911 to report he was pursuing her while driving a vehicle on Lewis River Road in Woodland. While being pursued by police, Cartier drove at speeds of 90 MPH and swerved into the oncoming lane of travel on Lewis River Road. Our office appreciates the work of both the Woodland Police Department and the Cowlitz County Sheriff’s Office in apprehending Cartier. The State was represented at trial by Deputy Prosecuting Attorney Haley Jaskula. Sentencing is scheduled in Cowlitz County Superior Court on March 11, 2026.

On February 23, 2026, two Cowlitz County District Court trials were held.

A jury found Amber Acrey guilty of Assault in the Fourth Degree – Domestic Violence for assaulting a family or household member. The State was represented at trial by Deputy Prosecuting Attorney Jeff Ostrove.

In another courtroom, a District Court Judge found Christopher Cabrera guilty of DUI. The evidence showed Cabrera drove into a parked vehicle and had a BAC of 0.17. The State was represented at trial by Deputy Prosecuting Attorney Alex Panutich.

Press Release: Jeremy Williams Sentenced for Possessing Sexually Explicit Depictions

On February 23, 2026, Jeremy Williams was sentenced to 61 months in prison after pleading guilty to three counts of Possession of Depictions of a Minor Engaged in Sexually Explicit Conduct in the First Degree. After serving his prison sentence, Williams will be supervised by the Department of Corrections for 36 months. Williams will also be required to register as a s*x offender. Our office appreciates the assistance provided by the Longview Police Department and Cowlitz County Sheriff’s Office in the investigation of this case. The State was represented by Senior Deputy Prosecuting Attorney Alysa Draper-Dehart.

Press Release: Kanooth Sentenced to 87 Months for Assault with Firearm

On February 5th, 2026, Jedadia Kanooth was sentenced to a total of 87 months after being found guilty by a jury of Assault in the Second Degree and Felony Harassment. The jury also found Kanooth was armed with a firearm during the commission of the crime. The evidence presented at trial showed Kanooth was involved in a verbal dispute with a 15-year-old. During the dispute, Kanooth pointed a 9-millimeter Ta**us handgun at the juvenile. After obtaining a search warrant, police located the gun in Kanooth’s residence. The State was represented by Deputy Prosecuting Attorney Devon Waldman. Our office appreciates the assistance of the Longview Police Department for their work investigating this case and assistance during the trial.

Press Release: Robert Grant Receives 33-Month Sentence After Felony Harassment Trial

On February 10, 2026, Robert Grant was sentenced to 33 months in prison after having been found guilty by a jury of two counts of Felony Harassment this past December. The evidence showed Grant threatened to kill his wife and another individual with what appeared to be a rifle. Police later determined the rifle was a BB-gun. The State was represented by Senior Deputy Prosecuting Attorney Jake Lervold. Our office appreciates the assistance of the Kelso Police Department who investigated this case.
