Little Rock Ordered to Stop Ban on Concealed Carry in City Buildings After Lawsuit determining the band violates well established Arkansas state law.
LITTLE ROCK, Ark. β A judge has ruled that the City of Little Rockβs policy banning concealed handguns from city-owned buildings including City Hall located at 500 W. Markham St. While the city has announced plans to appeal the decision, it must stop enforcing the ban immediately.
The Origins of the Dispute:
The legal battle began in 2022 when Robert Steinbuch, a professor at the Bowen School of Law, noticed signs posted outside city-owned properties. The signage stated that Only Law Enforcement Personnel were permitted to carry handguns on the premises.
"We saw this sign up that said nobody is allowed in with fi****ms," Steinbuch said. "Including, critically, those that have the enhanced concealed carry license."
Believing the restriction was a direct violation of state law, Steinbuch and another attorney initiated legal action. The basis for the lawsuit was established when the other attorney named, Chris Corbitt, attempted to enter City Hall. Corbett informed a security guard that he possessed an enhanced concealed carry license and asked for permission to enter with his firearm. He was denied entry.
A Delayed Ruling
According to Steinbuch, the case experienced significant delays. Believing that Judge Timothy Fox was hesitant to make a ruling, Steinbuch filed a motion with the Arkansas Supreme Court to request a new judge. Steinbuch credits this filing as the catalyst that prompted Judge Fox to finally issue a decision last Friday.
"He issued the order in which we won," Steinbuch stated. "So four years later, on a matter that could have been decided three-and-a-half years earlier, finally, we got a decision."
What the Decision Means
Judge Fox's ruling firmly aligned with Steinbuch on two primary points:
Violation of Law: The city's current policy contradicts the Arkansas code.
Immediate Cessation: The city must immediately halt the enforcement of its firearm ban.
While Steinbuch noted he has not yet verified how the city intends to comply with the order, he emphasized that changes are legally required. "Are they taking down those signs? They must," he said. "Are they letting people into city hall with enhanced concealed carry licenses? They must."
The City of Little Rock has declined to comment on its specific plans for implementing the judge's ruling as of 2 days ago.
