On Friday, President Trump signed a proclamation restricting the entry and approval of new H-1B visas unless U.S. employers pay a $100,000 fee and issued an executive order granting green cards to individuals who “gift” $1 million to the United States, replacing merit-based categories.

AILA President Jeff Joseph said the President is turning H-1B into a “‘pay-to-play’ system” that “effectively shut[s] out teachers, nonprofits, researchers, rural doctors, clergy, and other professionals.” He warned it “will undermine innovation” and “prevent businesses both large and small from accessing the talent they need.”

•The proclamation is effective at 12:01 AM EDT September 21, 2025. It expires in 12 months but may be extended. 

• USCIS shall not adjudicate petitions unless they are accompanied by proof of payment of the $100,000 fee for H-1B workers who are currently outside of the U.S.

• There may be exceptions for an individual, a company, or an industry, if DHS determines that it is in the national interest of the U.S. and does not pose a threat to the security or welfare of the U.S.

This is a 2011 U.S. Department of State human rights country report on Belarus, which still maintains an authoritarian regime under Lukashenko.

Belarus has an authoritarian government, led by Alexander Lukashenko since 1994, with power concentrated in the presidency. His 30-year rule has earned him the title "Europe's last dictator". The regime's authoritarianism has intensified, especially after the fraudulent 2020 presidential election, leading to a relentless crackdown on all forms of dissent.

‼️BREAKING: The Supreme Court on Monday overturned an order that had blocked ICE from committing egregious racial profiling, as they did in raids in Los Angeles earlier this year.

The lower courts had agreed that ICE must be prevented from making immigration stops merely based on someone’s appearance and where they work, but the Supreme Court stayed their orders, essentially sanctioning widespread racial profiling.

In her dissent, Justice Sonia Sotomayor wrote that “we should not have to live in a country where the Government can seize anyone who looks Latino, speaks Spanish, and appears to work a low wage job.” Justices Elena Kagan and Ketanji Brown Jackson also dissented.

The conservative majority chose instead to rubber stamp the wishes of the Trump administration rather than hold arguments on this important case to weigh the massive implications.

Today’s Supreme Court order is not the end of the case. The case is still pending at the Ninth Circuit and will still hear the full appeal. The Supreme Court could later review the case on the merits.

In a shift following the firing and departure of more than 100 immigration judges, temporary immigration judges will no longer need to have experience in immigration law.

Previously, temporary immigration judges had to be former appellate immigration judges, administrative law judges, or attorneys with more than 10 years of experience in immigration law.
