I was quoted in a recent Inside Higher Ed article on the sharp decline in U.S. student visas last summer. International students contribute significantly to American universities, local economies, and the nation’s research and innovation ecosystem. A continued drop in student visas could have long-term consequences for the United States.

I was quoted in The New York Times about the ongoing court battles over immigration policy and the authority of lower courts in responding to Supreme Court emergency orders. As I noted in the article, the dispute may be a “battle royale” on multiple fronts.

I was recently quoted in Times Higher Education discussing how universities are responding to ongoing ICE enforcement actions on campuses. Institutions are often “stuck between a rock and a hard place” — balancing legal obligations, concern for students, and potential risks in speaking out publicly. While much of the work happens behind the scenes, these issues remain critical for students, faculty, and administrators nationwide.

I was quoted in The New York Times on the Trump administration’s decision to suspend the diversity visa program following the Brown University shooting. Because the program was created by Congress, a president cannot unilaterally terminate it—leaving the courts to determine whether national security authority justifies such a step. This is another example of acting first and letting the legal questions be resolved later.

Homeland Security Secretary Kristi Noem said President Trump had ordered the program to be suspended after it emerged that the shooting suspect had used it to obtain a green card.
