Baker Botts is advising the State Oil Company of the Azerbaijan Republic (SOCAR) on its proposed $1.65 billion strategic investment in Comstock Resources’ Haynesville shale assets and related midstream infrastructure.

The proposed investment would mark SOCAR’s first major oil and gas investment in the United States and establish its participation across Comstock’s upstream and midstream operations in the Haynesville region.

The transaction includes interests in Comstock’s Legacy Haynesville and Western Haynesville assets and Pinnacle Gas Services LLC.

Partners Nabil Khodadad, Cody Carper and Alia Heintz led the cross-border deal team.

Two Baker Botts lawyers earned Top 25 recognition for both deal count and deal value in The Texas Lawbook’s first-half 2026 capital markets rankings

Partners Clint Rancher and Eileen Boyce each placed in both categories. Rancher was recognized for seven transactions totaling $8.5 billion, while Boyce was recognized for six totaling $4.4 billion.

The results reflect the depth of Baker Botts’ capital markets practice and its experience guiding issuers, investment banks and private equity sponsors through sophisticated debt and equity transactions across industries.

Baker Botts secured a precedent-setting Ninth Circuit victory for Devas Multimedia in its long-running arbitration dispute with India-owned Antrix Corp. The 2015 award, originally $562.5 million, now exceeds $2 billion with interest.

Partners Aaron Streett and Vern Cassin and Senior Associate Chris Tutunjian led the firm's litigation team representing Devas in the case, which arose from Antrix’s termination of a 2005 satellite spectrum agreement.

Following Devas’ 2025 U.S. Supreme Court victory, the Ninth Circuit rejected Antrix’s three remaining challenges. In a first for the circuit, the court held that actions to confirm foreign arbitral awards under the New York Convention cannot be dismissed because the dispute may be better heard elsewhere.
