The Texas Supreme Court adopted new property seizure exemption rules and standard forms after the Texas legislature passed H.B. 3774 granting expanded rights to judgment debtors. Texas H.B. 3774 adds new Texas Government Code Section 22.0042 which provides for simple and expedited procedure for a judgment debtor to assert an exemption to the seizure of personal property by a judgment creditor. The Supreme Court adopted easy-to-read forms to be included in garnishment writs and in judgments that assist Pro Se litigants with court procedures. Don’t let your property be wrongfully seized. Beware that a new Texas law takes effect today which makes it illegal to chain a dog outside with no shelter under certain conditions.

Dog owners and sitters have to provide “Adequate shelter" meaning a sturdy structure that provides the dog protection from inclement weather/rain/extreme temperatures. The dogs shelter has to have dimensions that allow the dog while in the shelter to stand erect, sit, turn around, and lie down in a normal position.

Dog Collars have to be made up of a band of material specifically designed to be placed around the neck of a dog.

Dog owners or sitters are only allowed to use a certain type of dog harness. A legal dog harness can only be a set of straps constructed of nylon, leather, or similar material, specifically designed to restrain or control a dog.

Dog owners and sitters cannot restrain a dog outside, unattended and use a restraint that is a chain or has weights attached or is shorter in length than the greater of: five times the length of the dog, as measured from the tip of the dog's nose to the base of the dog's tail or 10 feet. It also cannot be attached to a collar or harness not properly fitted.

There are exceptions but they are basically for search and rescue purposes and are for limited duration.

Each offense will be considered a Class C misdemeanor.

Texas: If you were affected by the winter storm, apply for assistance through the Federal Emergency Management Agency (FEMA). If uninsured, apply online at DisasterAssistance.gov. If you have insurance, file a claim with them first & then apply to FEMA. FEMA can't duplicate benefits if you received insurance from your provider first.

Beginning January 1, 2021, the Texas Supreme Court began requiring litigants in certain Civil and Family cases to automatically provide certain information and documents to the other side. The newly adopted rules went into effect midnight January 1, 2021 and require parties on both sides to automatically “disclose” certain information and provide certain documents to the other side. The new rules set mandatory time limits to get certain information over to the other side, so if you hire a lawyer to file a lawsuit on your behalf after January 1, 2021, then you will need to provide various information and documents in order to comply with these new laws.
