An estimated 68 million American adults currently have debts in collection with household debt reaching dizzying highs amidst the COVID-19 pandemic. Debt collection abuse tactics like threats, harassment, deceptive letters, and more have long been a leading source of consumer complaints at two federal agencies. Now is the time to enact the strong protections in the Comprehensive Debt Collection Improvement Act, H.R. 2547.
This legislation would update existing debt collection laws and create new protections including:
- Increasing damages available to harmed consumers under the Fair Debt Collection Practices Act for the first time in over four decades
- Requiring debt collectors to get permission before sending consumers emails and text messages
- Banning debt collectors from threatening servicemembers with reductions in rank or revocation of security clearance
- Banning collection of medical debt for the first two years
- Discharging private student debt in cases of total and permanent disability
