In the city of Chicago, if someone dumps garbage on your property, you are still liable if a code enforcement officer spots it and tickets you or your entity. It doesn't matter if you were diligent or not at fault because these are strict liability offenses. Fines start at $300 but can add up quickly if this is a recurring problem (and it usually is). Defendants often tell the court that they have called their aldermen or the dept. of streets and sanitation. This almost never helps. The only chance of beating these tickets is to call 311 and have your call documented. If you can show that in the court, the city will sometimes dismiss the violation
