What if your property is being taxed based on what it used to be—not what it’s actually worth today?

For some vacant or underperforming commercial properties, the land may be worth more than the building.

In this Lake County case, a largely vacant office property in a highly regarded school district was assessed based on its office use. A qualified appraisal determined its highest and best use was tied to potential residential redevelopment.

The appraisal became the foundation of the appeal—and the Lake County Board of Review agreed.

The result? More than a $9.2 million reduction in assessed market value and more than $252,000 in property tax savings.

Your property tax assessment may not be as precise as you think.

Most assessments are created through mass appraisal—a valuation model applied across thousands of properties, rather than a detailed evaluation of each individual property.

That approach can overlook or inadequately reflect important factors like vacancy, lost income, deferred maintenance, and outdated building conditions—all of which can affect a property's true market value.

The result? You could be paying taxes based on an assessment that doesn't reflect what your property is actually worth today.

What if the land under your building is worth more than the building itself?

For some vacant or underperforming office properties, the land may be more valuable than the existing building—particularly in a highly rated school district where residential redevelopment may be possible.

That’s where highest and best use comes in: What is the property actually worth based on its realistic potential today—not simply what it was built for?

The key question may not be whether the building is being valued correctly, but whether the building should be driving the value at all.

Your building is sitting vacant. Is your property tax assessment keeping up?

Across suburban Chicago, office vacancy remains near historic highs—but your property tax assessment may not reflect what is actually happening inside your building.

When a commercial property is partially or largely vacant, lower income, difficulty attracting tenants, and deferred maintenance can all reduce its market value.

Yet assessments don't always keep pace with changing market conditions.
Suburban Chicago office vacancy reached 32.9% at the end of 2025.
So does your assessment reflect today's reality—or yesterday's assumptions?
