Scheinberg LAW Rendering representation services to labor organizations and employees

10/08/2021

The State has a surplus. The federal government has provided additional funding in the COVID bills. The economy is robust, and the CPI is approaching 5%. So, it is incomprehensible that the Governor is proposing a 4-year collective bargaining package that will offer lump sum bonuses, but NO permanent increase in base salary. So, when the Contract ends in June 2026,your base pay will be exactly what it was in July 2021.

Has organized labor lost its friend in the Democratic Party?
Is there anyone who cares about the working class?

Isn’t it about time that Governor Lamont made peace with his strongest supporters and most reliable allies? It’s time to focus upon our common opponents and critical issues.

Public sector unions holding their breath while the U.S. Supreme Court decides the most recent challenge to agency fee provisions.

Public sector unions have created the benefit standards for all employees, in all sectors. Unlike many of the trades, public employees are irreplaceable, necessary and working conditions are very public. The community benefits cannot be overstated.

Let's hope that this conservatice Court understands the implications of a war against organized labor. The battlefield will be the ballot booth...

So now, Connecticut state employees have contracts but no state budget.
The Feds have no budget, and conservative Republicans threaten to curtail programs that feed into the state budgets. We simply cannot make believe that Congress is helping the middle class by cutting federal taxes...if the burden is merely shifted to the states.

The only solution is real tax restructuring that is designed to lift the burden off the working class by closing loopholes on the wealthy and corporations. No more trickle-down fantasies... no more empty promises of illusory prosperity.

SEBAC unit agreements go out for ratification this week and next. Collateral issues play a significant role in the vote. Will the legislature gut the collective bargaining law, if they are not constrained by the existence of valid contracts?

Will the US Supreme Court eliminate agency fee agreements? How much more mischief will the administration cause if Justice Kennedy retires and is replaced by another Gorsuch-type conservative? Or even worse , an Alito clone?

Negotiations with the State of Connecticut continue to drag because the budgetary needs as described by the State, require employee sacrifices that are simply unreasonable. The State bargainers have yet to learn that their needs can only be met by a voluntary agreement with the employees...and yet they offer no incentive for employees to engage in any such bargain.

We have reached that "perfect storm" wherein, it may be more palatable to accept the status quo, than it is to bargain with a state team intent upon seizing significant concessions from wages, pensions and health benefits.

Amazing that the national discourse encourages more education, training and better equipment for police officers...but the State of Connecticut is slashing salary, benefits, training and uniform expenditures for police officers. Do they even notice that safety, civil rights and cultural detente have replaced budgetary parsimony on page one?

This election is no different from so many before. Instead of voting issues, people who self-identify with a party simply vote their exasperation... and cast the same ballot they have previously. I say to all of those who are committed to a thoughtful process... DO NOT VOTE for the candidate who represents your (historical) party... VOTE FOR the candidate that represents YOU!!

State employee collective bargaining ground to a virtual halt. Malloy administration purposefully underfunded state employee salaries in support of a failed strategy to balance the budget without new (and fair) corporate taxes. This problem is not solved, merely deferred until meaningful new policy decisions are considered.
