Rousseau Legal Services welcomes Nathaniel Karr as Chief of Client Services. He oversees the firm’s Client Services operations and helps ensure Veterans receive clear, timely, and professional support throughout the VA disability claims and appeals process. In his role, Nathaniel coordinates intake and case documentation, supports the firm’s medical records process, assists with internal case flow, and works closely with other firm sections to ensure each case is properly prepared throughout the process. Before joining Rousseau Legal Services, Nathaniel worked in healthcare management and real estate, including several years as a licensed Texas Realtor and a licensed Health Insurance Assister. His varied background in client service, management, technology, and administration allows him to approach challenges from both a client-service and operational perspective while supporting the firm’s mission of serving Veterans and their families.

Congratulations to Lucelda “Lucy” Armenta on becoming a VA accredited claims agent! To become a VA-accredited claims agent, Lucy successfully completed a two year process that included passing a written exam on Veterans law, continuing legal education, and a background check that demonstrated her good character and reputation for representing Veterans. Lucy has been a paralegal with the Rousseau Legal Services for over 4 years. She is a service connected, combat-disabled veteran of the Army following her 20+ years on active duty as a Military Policewoman. She served in various positions while on active duty, including twice as a First Sergeant at Fort Hood. Her deployments include Operation Enduring Freedom, Operation Joint Endeavor-Guard, and Joint Forge. Lucy earned her B.A. in Political Science at San Jose State University and her paralegal certificate at DeAnza College.

We welcome Aaron Ruggles to Rousseau Legal Services. He serves as a Case Manager where he supports Veterans throughout the VA claims and appeal process by providing timely updates and conducting thorough interviews to ensure every aspect of their case is fully developed. Having served as a Sergeant in the U.S. Army Military Police Corps, and medically retiring, he brings firsthand understanding of the challenges Veterans face when navigating the VA claims and appeals system. Aaron holds a bachelor’s degree in Criminal Justice with a concentration in Legal Studies, as well as a Master’s Degree in Education. His professional and personal experiences drive his commitment to advocacy, and he considers it a privilege to assist fellow Veterans in securing the benefits they earned and deserve—especially in ways he wishes had been available during his own journey. Outside of work, Aaron regularly attends Church at Memorial Baptist in Killeen, Texas, and enjoys spending time with his wife and their three children.

We welcome Colonel (Retired) Ronda Sutton to Rousseau Legal Services. She has 35 years of service as an Army Judge Advocate (JAG) and as a civilian attorney fighting for wounded, ill, and injured Soldiers in the Army’s Medical and Physical Evaluation Board process. Ronda's diverse military leadership assignments include Staff Judge Advocate for the 63rd Regional Support Command, Chief of Staff for the USCENTCOM Operational Contract Support Integration Cell, and Deputy Commander for the US Army Reserve Legal Command. Her deployments include in Bosnia, Iraq, and Qatar. She served 13 years as a civilian attorney representing Soldiers in the Army’s Physical Evaluation Board (PEB) and Medical Evaluation Board (MEB) processes. Ronda is married to a retired Army intelligence officer and is the proud mother of two adult sons. She is an avid outdoorswoman who enjoys hiking, backpacking, biking, and skiing and is a devoted Seattle sports fan. Ronda retired from federal service in 2025 and now dedicates her time to family, friends, and her community, and she is honored to continue representing Veterans.
