Feeling optimistic about the forward movement of EIS design!

A few years ago, the Charlotte-Mecklenburg, North Carolina, Police Department’s (CMPD’s) Early Intervention System (EIS) flagged an officer who had been involved in an unusually high number of incidents resulting in injuries. A supervisor reviewed the officer’s records and determined that, while the...

The ongoing misconception about these systems is that they identify bad "cops" when in reality it's "problematic" behaviors they are designed to help identify. I emphasize "help" because the system designs have never been sophisticated enough to do the identification on their own. It requires an analysis of the data from a different behavioral perspective. In doing this, the administrator will come to realize it's the "behavior" that's problematic, and that behavior can encompass a litany of issues including health, finances and even family issues. None of which justifies the labeling of someone as "bad."

An epidemic that seems to be consistent among law enforcement organizations across the country is that their early identification and intervention programs are not properly identifying employees with problematic behaviors. These systems cannot simply be turned on without any level of ongoing monitoring. There is a level of cognition within the analysis that, just by the very nature, requires some scrutinization at a humanistic level. So many components beyond the computer application itself are involved with making a program like this successful.

The Chicago Police Department’s early intervention program failed to effectively intervene with the officer at the center of the Laquan McDonald shooting.

Was there something in his background that could have predicted this outcome? In a day and age where the national climate is one of accountability, an early identification & intervention program (managed effectively) may have mitigated this outcome.

Prosecutors say Daniel Holtzclaw used the power of the badge to prey on more than a dozen women, sexually assaulting them during traffic stops while on duty.
