If someone tells you that an unlicensed contractor dispute is “only a civil matter,” have Virginia Code § 54.1-1115 handy.

Contracting without the required Virginia contractor’s license is a criminal offense—not merely a civil dispute. Virginia law expressly provides that contracting for construction, removal, repair, or improvements to real property without the required license constitutes a Class 1 misdemeanor.

A Class 1 misdemeanor is punishable by up to 12 months in jail and/or a fine of up to $2,500.

Before hiring a contractor, check their contractor’s license status through the Virginia Department of Professional and Occupational Regulation (DPOR) License Lookup: https://www.dpor.virginia.gov/LicenseLookup
