Good Morning. Thank you for getting involved. A lot of people are showing me love and I appreciate y'all. The thing is this. Me and Tonio have successfully been participating in a program called the First Step Act. It is a program started by Congress in 2018. As part of the program, depending on the inmates recivism PATTERN score (minimum, low, medium, or high), he or she can earn 10-15 FSA conditional credit days that can be applied towards early release. 18 U.S.C. 3632 As part of the inmates Pre release planning and Preparation, the Bureau is required to establish FSA conditional dates by calculating both "earned" and "conditional" FTC's that an inmate may earn during their sentence, including while in pre release custody. See BOP PS 5410.01 section 10. Well in thousands of inmates cases, the BOP has been determining the FSA conditional dates by calculating only the inmate's "earned" time credits as each team review was scheduled. When I attempted to explain this to my counselor Hagler and Case Managers Ms. Hank's and Gaither, they told me I was wrong. In disagreement I attempted to file administrative remedy request. My counselor Hagler refused to provide me administrative remedy request forms so I asked my sister to call regional office to report this and she did. Someone from Region emailed the prison but told my sister that they couldn't tell her the content of the email. The next morning Counselor Hagler came to work screaming for me to come to the front of the unit. When I came Hagler said here's your fu***ng BP-8 and since you want to act like a bitch the Warden said to let you know that legal work you do in the back room is over with. I became argumentive and other inmates had to separate us. When I attempted to file the grievances he provided, Counselor Hagler signed for himself and for the Case Managers. The next morning he returns to the unit comes straight to the back room where I do legal work. He pulled out a Tazer gun and aimed it at me screaming I told you this s**t is over, get those fu***ng papers off the table. I got mad and jumped up. Counselor Hagler started backing away, mocking me in front of the entire unit. I called my sister and asked her to call regional office again. When I tried to explain to Ms. Hanks the situation, she was sitting in her office with her husband and became argumentive with me saying I didn't know what I was talking about. I tried to get a BP-9 from Ms. Hanks. She refused to provide me with the forms. The next morning Counselor Hagler came to work and he and the recreational officer was working the housing unit. They approached me and Hagler said get that s**t off the table or I'm throwing it in the trash. I called my sister and told her what he said. Five minutes later I was called to the Lieutenant office. They just said you going to SHU (the hole) for a "staff threat assessment/ SIS investigation." I couldn't believe it. Counselor Hagler came to SHU, claiming responsibility for me being in there and saying I was going to get shipped. They withheld and destroyed my mail, refused me recreational privileges without cause and denied me Administrative remedy request forms while in SHU. I wrote the CMC, Captain, Assistant Warden, Warden, SIS, OIG office, the Assistant Director's office, the Director's office, Internal affairs, federal courts, the U.S. Marshal's office, and more. Despite the seriousness of the allegations, not a single person has looked into this as requested. I was held in the hole for 51 days with out ever speaking to anyone and suddenly I was just released back to another housing unit because Counselor Hagler said he didn't want me in his fu**in unit. So for several months I have been trying to explain to prison officials that my First Step Act Conditional dates are incorrect because:( "they fail to include the number of "potential" FTC's that I may earn during my sentence, including while in pre release custody. These conditional FTC's must be calculated with the earned FTC's to determine the FSA conditional dates. However, BOP has admitted to using only earned credits to determine the FSA conditional dates. Me and my cousin Antonio Turner are victims of this critical error. For us the Bureau has determined our FSA conditional dates by only calculating earned credits. This error has denied us 7-years of FSA conditional days consideration and at earning 15 FTC's each month, would reduce another 3 and a half years from the FSA conditional dates provided to us. I have been provided a FSA conditional date for August 11 2027. This date is incorrect. If the 'conditional' FTC's are included, the 2027 date would be reduced to 2024 putting us past our applicable FSA conditional dates. However, even considering the incorrect FSA conditional dates for August 11 2027, under the First Step Act I have already earned the initial 365 days plus another 880 FTC's towards my early release. Under PS5410.01 section 10, when an inmate has "earned" FTC's that equals the remainder of his sentence he may apply those credits towards early release. My math is good. 880 earned FTC's is far more than enough days to reach August 2027. Would you agree? Despite numerous requests to have my FSA conditional dates corrected or for my Unit team to request for my 880 earned FTC's be applied towards early release, I continue to be mistreated and ignored. I need this matter investigated by the appropriate authority. These are my words (Corey Turner Sr) but written on my behalf and shared by a concerned love-one.
