Two women have died at the Dayton Correctional Institution in the past 10 months as the state women’s prison has struggled with some of the worst staff vacancy rates in the state, a Dayton Daily News investigation found.

In both cases, family members say the deaths were preventable and prison staff ignored the women’s pleas for medical care.

“I want whoever is responsible held accountable,” said Brandon Ziminsky, whose 21-year-old daughter Elise Snow died in February. An official cause of death hasn’t been released, but Ziminsky says hospital staff told him his daughter had an infected wound.

Over the July 4th weekend in 2025, 36-year-old Ashley Baldwin died after complaining of kidney pain but being told she could not go to the hospital, according to internal records obtained by the Dayton Daily News.

“There’s no reason, there’s just not a logical reason,” her brother Robert Baldwin said in a recent interview.

“Knowing that their health is declining, you should have been able to transfer them to the hospital — she was transferred in past years,” he said. “Instead, it was a holiday weekend, there’s call-offs, they’re short-staffed, they don’t want to deal with it. So (they’re) just like, ‘Okay, go to your room and die.’”

Ohio OVI Law Update: Police Can Now Swab Your Mouth at a Traffic Stop

Most people have heard of breathalyzers. But did you know Ohio law now gives police a new tool at roadside stops?
Under Ohio House Bill 37, officers who suspect impaired driving are now authorized to conduct an oral fluid test — a swab of the inside of your cheek and tongue — which is then analyzed for alcohol, drugs, controlled substances, and their metabolites. If you refuse, you face the same administrative license suspension as refusing a breathalyzer under Ohio’s implied consent law.
Here’s what makes this significant: these devices can detect THC levels days after consumption, even when there is no current impairment. That means you could test positive for ma*****na without being impaired at all.
Defense attorneys are already raising serious questions about the accuracy of oral fluid testing. Those challenges matter — and they’re exactly the kind of science-based defense I’ve built my practice around.
