Below is the video recording for the panel discussion titled "A New Patent Pro Bono Program for Pennsylvania" that was held on Monday, March 20, 2023, during the 2023 Penn State Startup Week. The discussion focused on the recent collaboration between the Penn State Law in University Park Intellectual Property Law Clinic (IPC) and the United States Patent and Trademark Office (USPTO) which established a new Patent Pro Bono Program for Pennsylvania.
The program aims to connect volunteer patent practitioners with eligible inventors who need legal assistance in preparing, filing, and prosecuting patent applications. The Penn State Law IPC will act as a clearinghouse for the program, ensuring that qualified inventors receive free legal services from volunteer practitioners.
The Penn State Law Intellectual Property Clinic provides law students with practical experience in intellectual property law. The students work under the guidance of the clinic's director, Jonathan D'Silva to provide legal services to clients, similar to practicing IP lawyers.
The panel included Derrick Brent, Deputy Under Secretary of Commerce for Intellectual Property and Deputy Director of the USPTO; Will Covey, Deputy General Counsel and Director for the Office of Enrollment and Discipline for the USPTO; Joseph F. Murphy, Ph.D., Partner at Potomac Law Group; and Jonathan D'Silva, Director of the Intellectual Property Clinic at The Pennsylvania State University. Bin Yan, Ph.D., JD, Director & Associate Vice President for Research, Office of Technology Management at The Pennsylvania State University moderated the panel. The discussion provided insights into the collaboration between the IPC and the USPTO and how it will benefit inventors in Pennsylvania who require legal assistance for patent applications.
