Here's an alternative to non-competes: Have employees sign a contract requiring them to reimburse the employer for a fixed dollar amount of training costs if they leave their employer within, say, 2 years of being hired. Maybe make some exceptions for illness, etc. Many government employers already do this.

There's new energy from states around limiting these often-criticized agreements.
