Mr. Horn moved to the other side of the table just a year later to become a strong and reasonable labor leader. For more than a decade, through innovative negotiations and broad-based changes, the expectations of a battered workforce and a dysfunctional municipal bureaucracy were reformed. Leading a small team comprised of members from labor and management, the previously untouchable subjects, such as “comparable worth” and the productivity life cycle moved from the halls of academia into reality and began to change the lives of ordinary men and women. Horn’s efforts and ideas meant success for those he worked for and respect for those who thought themselves at cross-purposes with the public goals of those represented by this local leader. Horn's "fresh eyes" have found an overlooked path that led to a solution that others missed, and instead settled for what was less than fair. Some History:
