Delaware's probation system is in desperate need of an overhaul. Technical violations of probation and sanctions for noncompliance with terms that have nothing to do preventing recidivism or promoting rehabilitation lead to unnecessary incarceration and often put probationers in a worse position to be successful in the community. Curfews cannot be enacted to thwart free speech, nor can they continue when there is no true emergency. Mayor Christiansen should halt Dover’s curfew and instead focus on transforming the policies in his community that are contributing to the harm of Black and Brown people disproportionately.
