To get straight to the point: the yearly number of commutations and pardons granted to people currently in Florida prisons is

functionally zero.
The state actually hides these numbers because they basically do not exist.

Florida's executive leadership operates under a strict policy where prison sentences are virtually never cut short through the executive clemency process.

Commutations of Sentence

The Yearly Number: 0 to 1 per year.

The Reality: A commutation is the only mechanism for an active inmate to have their sentence shortened via clemency. The Governor and the Cabinet (acting as the Board of Executive Clemency) almost never approve these. Historical and advocacy tracking shows that years go by without a single active prison sentence being commuted.

Full Pardons for Inmates

The Yearly Number: 0 per year. this has been a trend for decades.

The Reality: While the state grants roughly 5 to 15 full pardons annually, these are never given to people currently sitting in a prison cell. By rule and practice, the state only considers full pardons for "returning citizens"—people who have already been completely free, out of prison, and off supervision for at least 5 to 10 years, and who have maintained a entirely clean record since their release.
