On May 3rd, 2022, HB7053 - Statewide Flooding and Sea Level Rise Resilience was signed into law. The bill will be effective starting July 1, 2022 and seeks to further Florida's resilience to sea level rise and flooding statewide through the establishment of the Statewide Office of Resilience, increased funding opportunities for projects, and new requirements.

Resilient Florida Planning Grant Awards have also been awarded for FY 2021-2022. Resilient Florida is providing state funding to produce vulnerability assessments and implement adaptation projects throughout the state.

With more funding from the state, Florida counties and cities can move forward with addressing vulnerabilities in their area and implementing solutions.

At Erin L Deady, PA, we have been tracking bills that are focused on the environment and supporting local businesses throughout the 2022 legislative session. Here are some of the bills that passed:

- HB 7053/SB 1940 Statewide Flooding and Sea Level Rise Resilience: This bill aims to improve Florida's resilience by establishing the Statewide Office of Resilience, developing a sea level rise and flooding action plan for the State Highway System, and expanding funding opportunities for resilience projects.

- SB 620/HB 569 Local Business Protection Act: The Local Business Protection Act authorizes certain businesses to claim business damages from their county or municipality in the event that a provision or ordinance is enacted or amended that causes the business to experience more than a 15% reduction in profit.

- SB 1764/HB 1419 Municipal Solid Waste-to-Energy Program: The bill created the Municipal Solid Waste-to-Energy Program within the Department of Agriculture and Consumer Services. The program will provide financial assistance grants to municipal solid waste-to-energy facilities with the purpose of incentivizing the production and sale of energy as well as reduction of waste in landfills.

- HB 741/SB 1024 Net Metering: The Net Metering bill provides terms for public utility net metering programs, provides a schedule of reductions to net metering rate designs that apply to certain customers, and authorizes customers to remain under net metering rules that initially applied to them. Over time, the result of this bill is that people will be receiving less reimbursement from solar systems that are connected to the main power grid.
