This is a consistent and continuous problem in the DV arena. There are partners who weaponize the system and it goes without punishment usually.
The balance by law enforcement and prosecution is that you want to get the DV perps, but you cannot chill the reporting process for actual victims and punishing false reports can also be weaponized.
Think, "You see what they did to this person who falsely reported, that's what will happen to you." Then a real victim will be silenced.
It's a large problem we never talk about. We need to talk about this.
